Office of the Secretary of the Interior Payroll Program & Systems Analyst in Lakewood, Colorado

Summary This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Payroll Operations Division. The incumbent will be responsible for providing functional guidance in the enhancement of existing systems and technologies to improve delivery of payroll services. This position must physically report to the duty station of Lakewood, Colorado as stated in the vacancy announcement and this is not a 100% remote position. Responsibilities Responsible for researching and analyzing reported systems problems from all the Division’s functional areas, to include payroll, leave, and benefits. Responsible for investigating system defects by identifying root causes, researching alternate solutions/workarounds. Serves as a functional tester developing appropriate test plans and evaluating results to determine validity of the submitted system defect or data request. Analyzes functionality of the systems to identify capabilities and limitations. Gathers requirements for system enhancements by researching changes in laws, regulations, and policies to provide input to system development staff. Qualifications At the GS-07 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience in processing and analyzing payroll problems in a personnel payroll system or subsystems e.g. time and attendance, debt management, thrift savings plan reporting system; and applying civilian payroll or financial rules and regulations to payroll transactions. OR: 1 full year of graduate level education. (Note: Applicants who select this response must provide transcripts as verification of their education). OR: A combination of experience and education as defined above which equals 100%. For example, I have 6 months of experience and 6 months of graduate education. At the GS-09 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-07 level. Specialized experience for this position includes experience in researching and analyzing reported systems problems in a personnel payroll system or subsystems e.g. time and attendance, debt management, thrift savings plan reporting system; experience troubleshooting automated system problems; experience interpreting and applying civilian payroll or federal financial rules and regulations to payroll transactions. OR: A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: Business Administration, Finance, HR Management, Communication, etc. (Note: Applicants who select this response must provide transcripts as verification of their education). OR: A combination of specialized experience and graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 1 year and 6 months of graduate level education. I.e. 41 quarter hour or 27 semester hours of education.
