Federal Highway Administration Management and Program Analyst in Lakewood, Colorado
Summary The position is established as an analyst and advisor to the Lead Program Specialist (PDO Team Leader) in providing operational support, advice and/or guidance to CFLHD office and field personnel. Responsibilities The Management and Program Analyst: Evaluates and provides advice on policies and processes required by Headquarters for programs including but not limited to: student employment and rotational programs, staffing and recruitment, position management, incentive awards, benefits, pay and leave administration, staff development and training, and performance management. Works closely with Division Leadership Team, managers, and supervisors to analyze, identify, and evaluate training and developmental needs of employees and recommends and/or develops new and innovative staff developmental opportunities based on skills assessments and organizational needs. Serves as a liaison for all career training and development programs utilized at CFLHD, including Pathways Internships, the Student Transportation Intern Program for Diverse Groups (STIPDG), CFLHD Career Development Program, and the Professional Development Program (PDP). Coordinates all training events, including communication, registration, payment, etc. and facilitates onsite Division-wide training. As Division Training Management System administrator, tracks all mandatory training ensuring employee attendance and reporting. Troubleshoots user issues and provides guidance as needed. The ideal candidate is proactive, self-starter with extensive experience with federal HR practices and standards. This person should be comfortable with independent research and who is comfortable with educating senior management on proper HR practices while also remaining customer service centered. Should also be comfortable learning new systems and processes. Exceptional analytical and attention to detail skills. Has the highest level of effective communication with all levels of the agency. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience business processes of federal HR, professional training and development and advising hiring managers for OPM rules and regulations; AND Experience applying evaluating and suggesting improvement of management processes and HR systems AND Experience analyzing and interpreting law/regulations, conducting qualitative and quantitative research, and/or reviewing documents related to HR actions, training and development, government purchase cards and travel. Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
