This is a hybrid position, required to work on site minimum of two days/week.

This position will hire close to the minimum of the pay range.

Description of Job

About the Work Unit

This work unit exists to improve the physical and emotional recovery of Colorado’s crime victims and to restore victims’ confidence in the criminal justice system. To achieve this goal, the unit conducts the following statewide activities:

• Development, implementation, and enforcement of the Standards for the administration of victim programs;

• Investigation, mediation and enforcement of compliance with constitutional and statutory requirements to protect the rights of crime victims;

• Development of public policy initiatives for victim services in Colorado, including coordination and collaboration with state and local public and private non-profit and governmental victim service agencies;

• Training and education;

• Administration of federal formula grants, federal discretionary grants, and a state grant program;

• Staffing of the Crime Victim Services Advisory Board, which has statutory responsibilities and funding recommendation responsibilities;

• Data collection and reporting to the legislature, the general public and the federal government;

• Administration of the Sexual Assault Victim Emergency payment program; which includes the review and authorization of payments for forensic medical exams and medical costs in certain situations; and,

• Staffing of the Human Trafficking Council, which has statutory responsibilities for policy recommendations to the General Assembly.

About the Job

To assist the State VALE Grant Manager with monitoring of grantees to ensure compliance with state VALE standards. To assist federal Grant Managers with monitoring of grantees to ensure compliance with state and federal rules and regulations regarding VOCA, VAWA, and SASP funding. To provide financial and programmatic technical assistance to grantees.

Key Responsibilities:

Financial monitoring of grantee agencies

  • Responsible for working with the Grant Monitoring Coordinator to periodically monitor grantees that receive State VALE, VOCA, VAWA, or SASP funding to facilitate a grantee’s compliance with federal and state rules regarding grant funds.

  • Monitoring includes desk reviews as well as on-site visits with the agency.

  • Assess the adequacy of grantees financial reporting systems;

  • Determines appropriate modifications of grantees’ systems or programs to comply with federal and state laws, rules and regulations;

  • Provides direction to agencies to assure resolution of problems with project implementation and administration;

  • Assists in the determination of the priority of monitoring schedule of grantees; and

  • Determines if grantees are demonstrating compliance with federal and state rules through monitoring and site visits.

    Programmatic monitoring of grantee agencies:

  • Periodically monitor grantees that receive State VALE, VOCA, VAWA or SASP funding to facilitate a grantee’s compliance with federal and state rules regarding grant funds.

  • Monitoring includes desk reviews as well as on-site visits with the agency.

  • Assess the adequacy of grantees programmatic reporting systems;

  • Determines appropriate modifications of grantees’ systems or programs to comply with federal and state laws, rules and regulations;

  • Provides direction to agencies to assure resolution of problems with project implementation and administration;

  • Determines priority of monitoring schedule of grantees;

  • Determines if grantees are demonstrating compliance with federal and state rules through monitoring and site visits.

Provision of technical assistance to grantees

  • Monitoring, various technical assistance documents, or micro-trainings for grantees

  • Responsible for providing more intensive technical assistance to build the capacity and infrastructure of grantees that may have less experience managing state and federal grants, especially organizations that provide victim services in underserved communities as all or part of their mission.

  • Review new special conditions in federal grant awards and determine what information should be passed down to grantees and the best mechanism to share the new information.

  • Based on desk monitoring or in-person monitoring,

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

NOTE: To be considered for this position, you must meet one of the following options for consideration.

MINIMUM QUALIFICATIONS:

Nine (9) years of specialized professional experience in grant management performing grant management duties that included monitoring budgets and reviewing applications.

OR

Ba chelor's degree in Finance, Accounting, or other related field, and four (4) years of specialized professional experience in grant management performing grant management duties that included monitoring budgets and reviewing applications.

WORK ENVIRONMENT

  • Office, sedentary.

  • This position will work within a hybrid model of home and office (located in Lakewood, CO), with minimum of two days required on site.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that includes a polygraph exam and fingerprint based criminal history search.
