About the Work Unit

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:

  • The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department

  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions

  • Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions

  • Compliance and Professional Standards Office – Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards

  • Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation

  • Colorado School Safety Resource Center – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado. The Administrative Services Office provides internal administrative support to the Divisions within CDPS

Procurement and Commercial Cards led by the Purchasing Director

Logistics Services Section led by the Logistics Director

ABOUT THE ROLE

This position will assist the Property Services Director and the Property Management Branch Chief with programmatic elements of managing a large office complex, from renovation projects and building maintenance coordination, to the Multi-Card access control efforts and special projects. This position also serves as the department’s Sustainability Program Coordinator and conducts administrative reporting and support functions for the Property Services Section related to sustainability matters.

KEY RESPONSIBILITIES

  • Primary position within the Property Services Section responsible for coordinating disparate programs across CDPS and DPA which facilitate management and operation of the Kipling Campus environment.

  • This is a designated critical position which may require on-site presence or response to potential issues associated with the Kipling Complex.

  • Serves as the access control system program coordinator, department wide access software administrator and works with the current vendor on repair, maintenance and installation of coded door readers and cameras.

  • Maintains the building SOP for access control.

  • Participates in and supports the departmentwide access control working group, collaborates and assists with ASACK and HIRSCH administrators facilitating access for members on the campus.

  • Coordinates campus wide communications with DPA related to maintenance and cleaning tasks, fire drills, Capitol Complex schedules and other items of campus-wide interest.

  • Serves as the campus-wide point of contact for building maintenance complaints and coordinates with Capitol Complex for repairs and response.

  • Program point of contact for internal campus projects. Plans, coordinates and facilitates remodeling projects, tenant finish projects, office moves and space planning within the campus.

  • Handles campus wide requirements utilizing the ABLD and RBLD (EDO/reappropriated Building) budgets and purchase card. Utilizes the state financial system (CORE) to process financial transaction for the ABLD and RBLD budget, including paying invoices, initiating RQSs and establishing GAX documents necessary for the expenditure of the two allocated budget activity codes.

  • Leads special projects or other duties as assigned in support of the Chief Administrative Officer or Property Services Director which may include change management actions related to achieving the desired outcome on campus.

  • Serves as the department's Sustainability Program Coordinator. Works with, or may serve as the department Greening Government Leadership Council (GGLC) representative to identify tasks associated with the greening government executive orders and provides data for the annual cabinet level reporting requirements required by existing greening government executive orders.

  • Serves as the EnergyCAP subject matter expert and point of contact. Coordinates utility bill uploads, resolves bill disputes and analyzes data to identify opportunities for implementing sustainable practices.

  • Coordinates EV infrastructure and provides Chargepoint account oversight and maintenance for the Electric Vehicle Support Equipment (EVSE) installed across CDPS facilities.

  • Coordinates with other state agency program coordinators to identify areas of overlap on sustainability issues related to Camp George West, the Kipling Campus and other potential multi-department locations across CO.

  • Maintains familiarity and subject matter knowledge with the unique needs of the first responder community and provides mission supporting recommendations that maintain the departments response capability and enhance sustainable practices.

  • Coordinates sustainable practice efforts with the Property Services Section. Works with the facilities maintenance staff to capture efficiency and sustainable efforts while also working with the Capital Development and Planning Branch to integrate sustainable measures into renovations, remodels, and new construction.

  • Aides the Property Services Section in data collection, reporting, report development, construction and facilities maintenance data analysis and administrative functions that enable the branch to accurately capture and report ongoing efforts.

  • This position is responsible for Computerized Maintenance Management (CMMS), generated reports, updates the requester's and building. database

WORK ENVIRONMENT

  • Office work environment

  • Office operates between 8:00 am and 5:00 pm, M-F

  • Hybrid workplace with minimum of two days on site, and based on business needs.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

Option 1 (Minimum Qualification):

  • Six (6) years full time specialized experience in managing a campus or building complex, coordinating building renovation and maintenance projects .

Option 2 (Substitution):

  • Bachelor's degree from an accredited college or universityand two (2) years of full time experience specialized experience in managing a campus or building complex, coordinating building renovation and maintenance projects .
