Job Description

Position Summary: The Employee & Labor Relations Specialists works under supervision of the Director of Human Resources and the Chief Administrative Officer (CAO). Responsibilities include assisting with the day-to-day operations and employee relations for WellLife Network, and affiliates thereof. Constituent serves as a contact for employees, the union, and third-party administrators and works in partnership with the HR team members to provide excellent customer service. The Employee & Labor Relations Specialist has knowledge of commonly used concepts, practices, and procedures within the field. S/he relies on instructions and pre-established guidelines to perform the functions of the job, whereas the primary job functions do not typically require exercising independent judgment. S/he manages the development, administration and maintenance of the all employee & labor relations initiatives in coordination with the Director of Human Resources and the CAO.

Essential Accountabilities:

  • Conduct training sessions for employees and managers on labor relations, policies, and compliance.

  • Develop educational materials to enhance understanding of workplace rules and regulations.

  • Conduct interviews with employees, witnesses, and relevant parties involved in the investigation. Draft investigative reports and communicate information and findings with senior leadership and legal counsel.

  • Obtain detailed statements, collect evidence, and maintain a neutral and unbiased approach.

  • Represent WellLife Network in collaboration with outside counsel as needed, administrative hearings, union negotiations and arbitrations.

  • Advises managers and employees on sensitive labor and employee relations matters, including grievance and arbitration procedures, performance issues and disciplinary actions; advises and assists managers in identifying employee relations issues and determining appropriate course of action.

  • Mediate discussions between employer and employee representatives in an attempt to reconcile differences.

  • Help create and facilitate management training programs, new hire orientation, and other various trainings.

  • Manages the process to investigate and respond to complaints from the Bureau of Labor or other agencies.

  • Managing post-accident and just cause drug testing and arrest notifications, in accordance with CBA and agency policy.

  • Process subpoenas and handles exit surveys and interviews.

  • Participates in the development and delivery of management training programs designed to advance the HR skills of the WellLife Network Management Staff.

  • Process employee changes and inputs data ensuring accuracy, completeness and confidentiality.

  • Aids in coordinating and responding to audit and unemployment requests.

  • Maintains records, prepares reports, composes correspondence relative to the work, and handle administrative responsibilities as required for this position.

  • Performs other related duties as assigned.

Job Qualifications

  • Associates degree is required; BA/BS degree is preferred.

  • Minimum of 2-3 years related experience required

  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, SECTION 125, Workers Compensation, Medicare, COBRA, Medicare and Social Security and NYC and NYS DOL requirements.

  • Experience in collective bargaining and labor relations required

  • Strong computer skills and HRIS system experience a plus

  • High level of reliability, dependability, initiative, follow-through, and ability to work independently.

  • Strong communication, presentation and interpersonal skills, and project management skills.

  • Proven planning, organizational skills, attention to detail, and thoroughness.

  • Ability to travel to various facilities, as needed.
