Position: Engineer Intern Applicant – Engineer 5

Agency: Coastal Protection and Restoration Authority (CPRA)

For recruitment purposes, applicants who are within 90 days of graduating with an Engineering degree will be allowed to apply for this position.

Responsibilities:

  • Performs functions essential to the implementation of CPRA’s overall coastal restoration and flood protection projects or programs through coordination with project partners such as U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Department of Agriculture-Natural Resource Conservation Service, U.S. Fish and Wildlife Service, the U.S. National Oceanic and Atmospheric Association-National Marine Fisheries Service, Federal Emergency Management Agency, LA Department of Wildlife and Fisheries, Office of State Parks, Office of Risk Management, Governor’s Office of Homeland Security - Emergency Preparedness as well as other state or local governmental agencies.

  • Serves as a high-level technical expert in the Regional Office of CPRA’s Operations Division employing experience and technical expertise in the design, construction, and operations and maintenance functions of a number of large, complex, important and high profile projects. The level of responsibility initially assigned will be based upon the applicant’s experience and is expected to progress as experienced is gained.

  • Prepares scopes of work for various professional services (engineering, surveying), operations and maintenance tasks

  • Reviews proposals and opinions of probable costs for professional services and for the performance of operations and maintenance contracts and tasks

  • Prepares, reviews and monitors project specific task budgets

  • Reviews and comments on design reports, construction plans and specifications and opinions of probable construction costs

  • Performs contract administration and oversight for consultants engaged in engineering, surveying, and construction administration services on behalf of the agency

  • Performs construction administration and oversight for large, complex, important and high profile projects, including regularly scheduled field/site visits to construction projects

  • Prepares and provides status/progress reports on ongoing project activities

  • Provides technical advisory support to local freshwater districts, levee districts, parish drainage districts, the Acadiana Watershed District (LA Watershed Initiative), and may attend and represent CPRA at board meetings as needed

  • Prepares project Operations and Maintenance plans and associated 20-Yr budgets.

  • Reviews and monitors budgets in relation to project cost share agreements, amendments, as well as other Interagency Governmental Agreements

  • Prepares annual Operating Budgets for assigned projects

  • Presents requests for funding adjustments at various Task Force/Trustee Implementation Group meetings.

  • Monitors, maintains and updates project records

  • Performs site inspections for projects to evaluate Operations and Maintenance (O&M) needs and prepares an associated O&M report with proposed O&M activities

  • Drafts correspondence directed to private owners, consulting engineers, local state and federal government agencies

  • Conducts hurricane damage assessments and periodic on-site inspections of levees, floodwalls and associated infrastructure and prepares an associated inspection report

The maximum salary for the Engineer 5 is $126,256 annually.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Eligibility for a Louisiana Engineer Intern Certificate.

NOTE: This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

NOTE: Louisiana Engineer Intern Certificates are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed atwww.lapels.com

NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

LEVEL OF WORK:

Entry.

SUPERVISION RECEIVED:

Close from a higher-level engineer.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.

Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.

Manages construction contracts for large scale marsh creation projects, installation of water control structures restoring hydrologic conditions to a region, dewatering efforts for existing water control structure to assess maintenance needs, repair of weir structures, installation of rock breakwater shoreline protection features, installation of new and innovative shoreline protection products for demonstration and analysis, and dredging inlet channels.

Manages professional services tasks to collect survey data at a proposed or existing project site, to develop repair or design alternatives, to develop plans and specifications for bid of construction contracts, to perform construction administration and oversight activities on behalf of CPRA.

Performs in-house design and construction management of tidal creek excavation projects, structure inlet channel dredging, or navigation aids/warning sign replacement work.

Reviews and processes invoices for payment for assigned tasks or contracts.

Provides direction to consultant contractors in implementation of a design or construction administration task.

Communicates with project team members to determine a path forward on a coastal restoration project needs in the O&M phase.

Plans O&M activities for assigned projects on a 1-3 year look ahead.

Prepares permit applications and coordinates responses to reviewing agencies for upcoming construction activities work.

Conducts site visit to remote projects sites that may only be accessible by boat transportation, i.e. airboat or workboat
