The primary purpose of this position is to serve as a supervisor and Senior Procurement Analyst, establishing policy and furnishing guidance and assistance as the authoritative technical expert/advisor in all phases of contracting.

  • Serves as business advisor providing advice and guidance to contracting officials, program officials, commanders, and other senior personnel on a wide range of acquisition, procurement, and contractual issues.
  • Ensures organizational objectives and contract execution align with AF and DOD doctrine and fulfill program objectives.
  • Exercises supervisory personnel management responsibilities at least 25% of the time.

  • This position may require a Contracting Officer's warrant. If required, the employee must be able to be appointed for a warrant in the amount of $5M or greater as soon as possible, but no later than six months after reporting for duty.
  • May be required to travel by military or commercial aircraft in the performance of assigned duties.
  • May be required to work overtime.
  • Required to handle and safeguard sensitive or classified information in accordance with regulations to reduce potential compromise. The employee must obtain and maintain the appropriate security clearance.
  • The employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a Critical Acquisition Position (CAP). Unless waived by appropriate component official, the following are statutorily mandated requirements;
  • (1) Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months IAW 10 USC 1733 and 1737, or
  • secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade.
  • (2) Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years.
  • (3) Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver).
  • (4) This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
Qualifications

Basic Requirement: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You must submit copies of your official transcripts.

OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.

In addition to meeting the basic requirements, applicants must have specialized experience:

Specialized Experience: One year of specialized experience equivalent to the GS-13 (or equivalent pay band in the federal service) including soliciting, evaluating, negotiating, and awarding contracts; administering contracts by assuring compliance with the terms and conditions; terminating contracts by analyzing, negotiating, and settling claims and proposals; analyzing and evaluating cost/price proposals and accounting systems; planning, establishing, or reviewing contracts, programs, policies, or procedures; formulating and administering policies and procedures to insure achievement of socioeconomic goals; developing acquisition strategies and directing or managing procurements; and providing functional staff advisory services within the contracting occupation.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert level, extensive knowledge of Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures in areas of contracting and acquisition. 2. Expert comprehensive knowledge of business practices and market conditions used to evaluate responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions when these actions are not well defined. 3. Expert comprehensive knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others in technical matters. 4. Knowledge, skill and ability in written communications sufficient to develop and publish acquisition guidance and other material. 5. Skill and ability to advise, brief, and interact with high-level executives in Government and industry. 6. Skill in oral communications to present sensitive recommendations to higher authority, to promote effective acquisition teams, and to appropriately represent the department or agency.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
