BASIC PURPOSE

Under general direction of a Public Works (PW) Operations Maintenance Supervisor, the Senior Maintenance Technician is responsible for skilled field and administrative work for their assigned section, and planning, scheduling and directing the daily work activities of the section crew. This position is responsible for duties which include, but are not limited to, plan review and construction inspections; training, leading and directing work relating to a variety of maintenance projects; providing on-site supervision on significant projects; maintaining system maps, as well as the inter-local work agreements with our local partners; small projects and advising on general construction issues; working as a member of the crew and participating as a fully skilled journey-level in the maintenance, repair and installation of related facilities and systems. Assist senior staff and/or crews performing a variety of maintenance or administrative projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

These duties include but are not limited to the following:

Supervision & Leadership

  • Prioritizes and schedules daily work to be performed by section crew. Schedules equipment and personnel, assigns duties or project tasks, requisitions materials needed to complete projects, and frequently participates as a working member of the crew on the more significant projects providing on-site direction and performing the more complex functions of the job.

  • Assists the section Maintenance Supervisor with recruitment, selection, employee training and conducting performance evaluation(s).

  • Plans and assigns other crews and employees to projects or maintenance work not requiring on-site supervision.

  • Maintains high standards of behavior and performance and promotes a strong cohesive and productive team. Provides leadership to other maintenance employees through demonstrated knowledge and adherence to safety and work rules.

  • Makes frequent field inspections to ensure that employees are meeting project schedules and are performing work assignments in an efficient and safe manner.

  • Ensures crews and employees regularly perform at high levels that meet the City's standards for technical skills, interpersonal behaviors, and customer contacts. Trains employees and crews to perform routine maintenance and repair work without direct on-site supervision.

  • Monitors day-to-day operations of assigned section. Anticipates and troubleshoots problems where needed, assures staff responds quickly and appropriately to citizen inquiries, requests for services, and/or complaints. Investigates and resolves complex or significant problems relating to trouble calls and complaints.

  • Ensures a safe working environment by training employees in various safety programs and regulations, or facilitating that training, and enforcing appropriate safety regulations and implementing workplace operating policies and procedures.

  • Assists Operations Division Maintenance Supervisor with the development of goals, priorities, and the work program for the section. Develops, organizes and implements standard operating procedures and performance standards.

  • Schedules work, approves employee leave requests, reviews and signs timecards and leave slips.

  • Assures maintenance and repair work is performed to trade standards and in compliance with current construction, safety, and environmental regulations.

  • Facilitates problem solving and encourages a high degree of communication and feedback.

  • Responds quickly and appropriately to citizen and customer inquiries, requests for services, and/or complaints. Investigates and resolves complex or significant problems relating to problematic calls and complaints. Communicates with supervisor on complex or significant issues.

  • As needed for emergencies, absences, or operational needs, works in the field performing maintenance, repair and/or installations of related facilities or systems.

  • Usually perceives when non-routine activities are required and offers to help without needing to be asked. Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.

Division Administration

  • Reviews plans and attends all pre-construction meetings for all developer projects and City construction projects that involve section’s facilities.

  • Conducts walk-throughs and final warranty inspections for all new construction projects involving City owned facilities, infrastructure and sites.

  • Generates a punch list of corrections needed and forwards to project inspectors for action. Assist project Inspectors when needed.

  • Works with Engineering and Water Resources Divisions (Stormwater) to identify special project needs and suggest recommended improvements to project design for areas of their responsibility, including recommendations for corrections or changes to the City's development guidelines and construction standards.

  • Provides updates and corrections to City maps to the City's senior surveyor for correction. Prints maps for special projects and work crews or to troubleshoot problems as needed. May make mapping corrections and updates as necessary.

  • Uses other computer software programs including maintenance of databases to support operations.

  • Uses work management software to accurately track labor and asset maintenance. Creates preventative maintenance routines, when necessary, to ensure maintenance standards are met.

  • Responsible for ensuring accidents and injuries are appropriately documented by field staff. May also assist in creation of modified duty agreements.

  • When City owned assets are damaged or destroyed, creates billing sheets to recover repair costs.

Budget and Asset Inventory Management

  • Assists Operations Division Maintenance Supervisor in maintaining section budget. Monitors budget monthly to ensure expenditures and revenues are accounted for and corrects discrepancies immediately. Performs research for budget preparation and maintains records as assigned.

  • Following the City’s purchasing policies, purchases materials and/or contracted services for the work of the section.

  • Performs administrative functions, which includes inventory, operational reports, record-keeping and statistics, policy research and development, and special projects as assigned.

  • Purchase, inventory and maintains sufficient emergency inventory repair parts as needed for assigned work section.

Other Duties Assigned

  • Performs related work and or special projects as assigned.

  • Responds to afterhours call-outs as needed. May perform standby duties on rotational basis.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

A High School Diploma or equivalent AND three (3) years of progressively responsible work experience in the technical work of the assigned section which includes maintenance, construction, or grounds care, and heavy equipment operations. Must also have at least one (1) year of work experience which demonstrates the ability to plan, lead, and assume responsibility in work situations which may have been obtained current.

*May have a combination of experience, education, and training that would provide the level of knowledge and ability required.

SPECIAL REQUIREMENTS OR LICENSE(S):

  • Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.

  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

  • Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.

  • Must have a valid Washington state driver license OR must be obtained within 30 days of hire, and a driving record acceptable to the City and the City's insurance carrier.

  • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

  • Must have or the ability to obtain a commercial driver license endorsement Class A, with air brake and tank endorsement within 12 months of hire.

  • Must have a valid flagging certification and first aid/CPR training and certification OR obtain within 12 months of hire.

  • Additional specialized certification may be required for assignment in the Water, Wastewater, Transportation or Parks sections relating to the requirements for divisional operations OR due to new and/or changing regulations or technology.

Signs & Markings Section

  • Must obtain a Level One Signs & Markings Certification within 24 months from date of hire or as near to this date as possible given the training schedule. International Municipal Signal Association (IMSA) or an equivalent vendor may be utilized for this certification.

  • Must be able to possess within one year a bucket truck/aerial lift operator's certificate.

  • A Level II Signs & Markings Certification from IMSA or an equivalent vendor is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of effective supervision and performance.

  • Assigned section’s responsibilities, such as water, wastewater, streets, stormwater, grounds and facilities construction, installation, maintenance, and repair procedures and techniques.

  • Construction, inspections, repair and maintenance practices, and related code and development guideline standards.

  • Work hazards and demonstrated "safety consciousness" and intent to comply with pertinent safety regulations, standards, and guidelines.
