Grants Director
1. Project Background
DAI is recruiting candidates for the anticipated USAID-funded New Workforce Development Activity in Ukraine. This five-year award, which is expected to be in the range of $100-299.99 million, will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market and will be a major component of USAID’s Economic Stability and Recovery Initiative (ESRI) for Ukraine.
2. Position Purpose
The Grants Director will be responsible for the day-to-day management of the project grants staff and overseeing the project’s grants fund guided by the Work Plan. S/he will be responsible for adherence to the project’s Field Operations Manual (FOM), USAID regulations, and the project’s grants manual, as well as the contract requirements and limitations, additional grant policies, procedures, controls, and reporting systems. This position will proactively coordinate with all staff on planning and implementing grants through open communication, proactive market research, and price analysis. S/he will also lead the strategy, learning, and process improvement for grant design, competition, and award management.
3. KEy Duties & Responsibilities
Oversee and manage the full award cycle for grants, from solicitation to close out. Lead technical evaluation committee and cost reasonableness reviews, prepare approval request documents, monitor and manage milestone completion, review and approval.
Design and pilot innovative grant making approaches to meet the needs of private sector partners within the USAID compliance framework, and update grantmaking practices to include lessons learned, best practices, and effective approaches.
Ensure full compliance with DAI and US government policies, best practices, and procedures relating to managing grants under contract.
Manage the grant solicitation/award process (RFAs) as well as the evaluation and selection process, which include ensuring proper negotiation of the terms and conditions for performance-based fixed amount awards (FAAs).
Oversees the process and provides input into and feedback on draft partnerships descriptions (grant agreement SOWs) and milestones, ensures quality control of grant agreement SOWs (especially the milestones), and drafts the means of verification for milestones.
Supervise grants team and provide leadership, training, and capacity building for project grants staff.
Ensure all grant budget estimates meet the standards of allowability, allocability, cost reasonableness, and consistency.
Advise on use of different Notification of Funding Opportunities (NOFO) and methods for identifying new partners, ideas, and opportunities, including multi-regional or continental solicitations.
Oversee Grants staff to ensure proper evaluation, due diligence, and technical and budget negotiations are carried out in compliance with the Grants Manual and DAI policies. Identify capacity building for grantees and ways to minimize risk.
Establish clear grants policies, procedures, and systems, update the grants manual (and/or internal workflows), as needed, and ensure effective communication for systematizing grant award administration procedures that blend technical and operational innovation.
Provide support to program staff as well as grantees to ensure adherence to the Grants Manual (and/or internal workflows) and USAID policies and the delivery of on-time technical excellence, evidence, and learning under the grants fund.
Review USAID approval requests, selection memos, and grant agreement terms and conditions.
Oversee proper use of the grants management system and provide accurate, on-time financial and progress reporting on the grants portfolio for senior management and the client.
Contribute data required on a recurrent basis to assist in the preparation of weekly updates and regular reports as well as presentations/reporting on grantee/activity performance, as needed.
Regularly review DAI grants management processes, forms, and system to find ways to be more efficient, compliant, and meet the technical objectives of the Contract.
Troubleshoot grants management challenges with grantees, technical staff, COP, DCOP, and USAID as needed.
4. Qualifications
A bachelor’s degree in international development, economics, business administration, or a related field is required.
At least eight (8) years of professional experience working on donor-funded international development programs, including progressively responsible roles in grants management and implementation.
Demonstrated experience in administration of large, complex USAID-funded grants programs.
Demonstratedknowledge of USAID Automated Directive Systems and Federal Acquisition Regulations pertaining to grants under contract, subcontracts, and procurement.
Demonstrated experience developing justifications for contracts and grants award documentation; development of manuals, policies, and procedures; and data-driven tracking and reporting for grants and subcontracts management.
Excellent management and interpersonal skills, and experience managing direct reports.
Excellent written and oral communications skills in English; proficiency in written and oral Ukrainian a plus.
