Job Description

The IRC prioritizes safety, security, and humanitarian access as key enablers to the provision of humanitarian services to our clients. Across Ethiopia, Somalia and South Sudan, the IRC is implementing high impact programmes specifically aimed at unreached populations. To complement these programmes, we are implementing a humanitarian advocacy project aimed at ensuring that people affected by conflict in East Africa are protected and can safely access humanitarian services. The project aims to support communities and their organizations to safely demand protection and humanitarian services through collective action and to ensure local duty bearers are held accountable for protection of civilians and humanitarian services. For communities to safely demand protection and humanitarian services, the project will use local capacity and resources to influence duty bearers to remove threats to protection and barriers to humanitarian services.

This project targets countries affected by conflict emergencies in East Africa, specifically those with projects focusing on unreached populations or where humanitarian services are under attack. These countries are also categorized as having very high humanitarian access constraints.

This project is anchored by the IRC’sStrategy 100, and specifically addresses three key outcomes ofsafety, health and power.It campaigns for change to address a growing gap between the needs of clients in crisis and what the humanitarian sector and local authorities offer them. It brings capacity and expertise across multiple IRC teams, including communications and advocacy, technical approaches and research, and program delivery.

As part of efforts to support communities to safely demand protection and humanitarian services through collective action, the IRC is seeking the services of a consultant to support a context analysis in Koch County, South Sudan.

The consultant will work closely with the IRC Regional Advocacy Coordinator, based in Nairobi, the Governance and Rights Coordinator, based in Juba, the WPE Project Manager, based in Koch, and the Legal Protection Manager, based in Juba. The Consultant is expected to work independently and efficiently over the course of two weeks and report back with findings at the end of March 2024.

  1. Scope of Work:The consultant will be responsible for:

    a. Providing inputs into the context analysis methodology and tools.

    b. Coordinating focus group discussions (15) and key informant interviews (45) in three locations in Koch.

    c. Supporting the training of enumerators. The responsibility for hiring enumerators will be assigned to the IRC.

    d. Carrying out a stakeholder and social network analysis to identify key actors, influencers, and power structures that can support, or hinder community demands for a protective environment and access to humanitarian services.

    e. Analyzing qualitative data from the focus group discussions and key informant interviews.

    f. Identifying context-specific and gender-sensitive influence and engagement strategies and recommendations that would enable communities to safely demand protection and humanitarian services through collective action in Koch.

  2. Deliverables:

    a. Propose methodology and work plan to be approved by IRC.

    b. Power point presentation to key members of the IRC team on initial draft findings before the first draft of the context analysis report is produced.

    c. A 20-page Context Analysis Report, including:

    i. List of all FGDs and KIIs. ii. Summarized findings from the focus group discussions and key informant interviews; (focusing on threats, barriers, enablers, connectors and dividers); iii. Stakeholder and social network analysis. iv. Proposed influence and engagement strategies and recommendations; and v. Conclusion
  3. Timeline:

    A total of up to 10 days to prepare and/or finalize reports and deliverables as mentioned.

    Qualifications

  4. Qualifications:

  • Minimum of a bachelor’s degree in a relevant Social Sciences or Humanities field.

  • Familiarity with South Sudan, and ability to travel to Koch to oversee data collection and training with enumerators is required. Note: This consultancy cannot be conducted remotely and requires travel and physical presence in Koch.

  • At least 5 years field experience in conflict-affected contexts.

  • Previous experience conducting research and data collection, including conducting FGDs and KIIs.

  • Experience working with NGOs and government agencies on conflict, access and governance analysis.

  • Excellent interpersonal communication and presentation skills.

  • Excellent writing skills and ability to generate reports and strategic documents.

  • Fluency in English required, fluency in Nuer desired.
