The Opportunity

Abt Global Britain seeks a qualified Director of Finance, Administration, and Compliance (DFAC) to support the anticipated FCDO-funded Congo Basin Forestry Action Programme (CBFAP).CBFAP is a seven-year program to support effective forest governance and markets reform; provide grassroots support to local communities; mobilize private sector finance for forests; and drive reform, ambition and cooperation. As the Director of Finance, Administration, and Compliance (DFAC), will lead on field-based project management and operations in general including compliance and project financial accounting following FCDO rules and regulations and Abt Global’s internal controls processes. The DFAC will work closely with the Abt Britain Home Office Delivery Team, project leadership, and Abt’s contract and finance focal points. . The position is contingent upon the activity’s award and USAID approval. This will be a full-time position based out of Kinshasa, DRC.

Core Responsibilities

Financial Oversight:

Manage the program’s budget and expenditures and meet other financial requirements to ensure adherence to spending targets and budgetary constraints. 

Implement robust fraud prevention measures, conduct regular audits to detect and address potential financial irregularities

Lead on strategic financial planning by leading the development of long-term financial plans that align with the strategic goals of CBFAP, ensuring sustainability and financial health over the seven-year program period

Utilise grant management expertise to oversee the financial aspects of grant disbursements, ensuring compliance with FCDO requirements, and monitoring grantee performance, particularly program financial performance.

Oversee the financial performance of subcontractors, ensuring they meet the required FCDO financial and compliance standards.

Ensure invoicing and financial reporting to FCDO is timely, accurate and in compliance with FCDO guidelines

Monitor the burn rate of approved subcontractors 

Supervise the project fund chain, local staff payroll, withholding and tax implications. 

Supervise recording of financial transactions. 

Ensure that all field finance documents are properly and securely filed and are audit ready. 

Support the execution of the Grants Program 

Compliance Oversight:

Ensure compliance with all internal and FCDO finance, accounting and human resources policies, procedures, and standards 

Identify, assess and mitigate financial and compliance risks, particularly in the context of operating in a high risk environment such as the Congo Basin

Understand and implement international compliance standards, including anti-money laundering (AML) regulations, anti-bribery, and corruption laws, and ensure that the program’s financial operations adhere to these standards.

Oversee human resources including communicating and enforcing values, policies, and procedures. 

Maintain all personnel policies to ensure alignment with local labor law, tax law, applicable UK regulations, and Abt policy. 

Administrative and Operations:

Ensure administrative and personnel files are properly documented, well-organized, updated, and closed upon completion of an activity. 

Disseminate written policies and procedures related to compliance activities. 

In coordination with the Abt Britain Home Office management team, oversee and coordinate operational and logistical activities during project inception period. This will include, but not be limited to, identification of project office space, staffing of administrative and operational support positions, developing processes and procedures to support smooth start-up and technical delivery. 

Manage and serve as direct supervisor to local administrative and operations support staff, including but not necessarily limited to finance and accounting staff, logistics and planning support staff, administrative assistance, and other team members based in the field-based office. 

Ensure efficient ongoing project operations, including but not limited to office management, travel and other logistics, and property management and provide overall support of operations, finance, and HR/administration staff. 

What We Value

Bachelor’s degree in accounting, finance, business administration or related field; Master’s preferred.

At least 12 years of experience in financial analysis, financial reporting, cash flow analysis, budget development and forecasting on donor-funded projects or at least 10 years of relevant experience with a Master’s degree. 

Prior experience managing finance and operations for FCDO programs required.

Experience developing and implementing finance and accounting policies, procedures and systems.

Excellent analytical and computer skills, with strong experience in Excel and QuickBooks.

Well-developed and effective organizational skills, including to ability to multi-task and work in a high-pressure environment.

Previous direct supervisory experience of professional and/or support staff.

Fluency in English and French is required.

Excellent interpersonal and intercultural skills, including the ability to motivate subordinates.

Ability to work both independently and in a team-oriented, collaborative environment.
