Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Non-Competitive qualifications:Completion of 120 credit hours of college coursework, with at least 18 credit hours in biology, chemistry, health science, physics, or science technology and six additional credit hours in computer science, mathematics, or science; or three years of experience performing tests and procedures in a laboratory or clinical setting; or an equivalent combination of education and experience. Competitive qualifications:Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible: One year of permanent competitive service at Salary Grade 10 or higher and either: 1. completed at least 120 semester credit hours of college coursework which includes at least 18 semester credit hours in either biology, chemistry, physics, health science, or science technology and six (6) additional semester credit hours in science, mathematics, or computer science; Or 2. three years of satisfactory experience in either a laboratory or clinical setting performing laboratory tests and procedures; Or 3. a combination of 1 and 2 above equaling three years. College study will be credited in six-month segments, with 15 semester credit hours equaling six months. Credits must include at least 18 semester credit hours in either biology, chemistry, physics, health science, or science technology and six (6) additional semester credit hours in science, mathematics, or computer science. Senior Laboratory Technicians may be required to meet requirements as stated in Title 10, Part 58-1.4 of New York State Code, Rules and Regulations.

Duties Description Conduct routine bacteriological analyses of seawater, shellfish, and related samples by standardized methods to support the shellfish sanitation program. Prepare media, cultures, reagents, solutions and glassware for the sanitation, virus, and phytoplankton/toxin programs. Maintain bacterial cultures. Maintain and calibrate varying degrees of complex laboratory equipment. Perform microscopic identification of phytoplankton and the acid extraction of saxitoxin from shellfish samples for the biotoxin program. Participate in the quality assurance/quality control program and take corrective action when needed. Under the supervision, learn new procedures as program needs develop. Assist in training of lower level laboratory personnel. Must be able to work at lab bench performing repetitive sample inoculations and culture transfers. Must be able to write and follow standard operating procedures (SOPs); adhere to strict recordkeeping and quality assurance requirements for FDA compliance; and participate annually in two proficiency programs. Must be able to lift containers weighing 25 to 30 pounds to load/unload sterilizers. If qualifying for the position based on education, submit a copy of transcripts when applying.
