Legal Specialist for Programs
Department: Office of the Tribal Attorney
Reports To: Tribal Attorney

Job Summary
This person will assist the Tribal Attorney by providing clerical, research, and legal support in assisting, analyzing, and advising on the needs and developments of ongoing KIC programs and projects pursuant to Tribal Council decisions and strategies and as directed by the Tribal Attorney. Collaborate on legally relevant matters between the Office of the Tribal Attorney and the administrative and programmatic arms of the Tribe. Provide supervised legal, culturally competent advice and guidance. Perform other duties as assigned. Experience working with Native Tribes is required.
Job Duties & Responsibilities
Analyze federal law, rules, and regulations pertaining to the needs and growth of Tribal programs, funding, and assets. Provide legal support in developing Tribal policy, infrastructure, economy, and related matters as directed by the Tribal Attorney.
Consolidate the efforts of the post-graduate legal fellow to further analyze related developments in the law. Advise on the legalities of managing and implementing one-time direct funding received through ARPA and other pandemic recovery efforts in alignment with Tribal Council decisions on programs, investments, and planning.
Assist with and collaborate on legal developments between Tribal programs and the Office of the Tribal Attorney.
Provide legal support in identifying, researching, and outreach on areas of law and public policy, in relation to and compatible with the strategical goals and developments of the Tribe and Tribal programs.
Provide legal assistance and guidance and facilitate developments to establish the Tribe’s economic endeavors through the SSBCI (State Small Business Credit Initiative);
Provide legal guidance and research under the supervision and direction of the Tribal Attorney.
Provide culturally competent advice and counsel;
Draft legal memoranda and compliance materials to guide decisions;
Communicate with outside counsel, Tribal members, internal staff, and members of the public
in person, by phone, writing and telecommunications.
Other responsibilities as assigned to support the Tribal Attorney’s duties.
Minimum Qualifications (Education & Experience)
Graduation from an ABA-accredited Juris Doctor program;
Knowledge of federal rules and regulations;
Ability to conduct legal research;
Skill to operate software programs;
Ability to communicate professionally over the telephone and in person in a positive and clear manner;
Ability to manage multiple tasks simultaneously;
Ability to take verbal instruction and complete assigned projects by established deadlines;
Ability to be flexible to perform at the highest level as a team player;
Ability to work independently with minimal supervision and able to prioritize assignments;
Ability to maintain confidentiality of all KIC operations and staff.
Preferred Qualifications (Education & Experience)
Experience working for an Alaskan Native Tribe and knowledge of Federal Indian law and related rules.
Experience in community tribal settings preferred and a solid commitment to multi-disciplinary teamwork.
Indian Preference applies to all Ketchikan Indian Community (KIC) positions consistent with P.L. 93-638 and in accordance with KIC policy and other applicable federal laws.
Necessary Knowledge, Skills, and Abilities
Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) Tribal culture and lifestyle, working effectively with AI/AN populations.
Effective oral and written communication skills with sensitivity to the lifestyles of targeted participants.
Skills in operating personal computers using a variety of computer software.
Ability to establish and maintain cooperative working relationships with management, coworkers, and outside contacts.
Ability to maintain strict confidentiality and comply with all applicable federal and tribal privacy laws and KIC policy (HIPAA, HITECH, etc.).
Ability to learn and apply program/agency operating policies and procedures.
Ability to manage multiple priorities and tasks concurrently and meet deadlines.
Ability to work independently as well as with teams.
Working Conditions
Must be able to work in an office environment in a stationary position for the majority of the work day. This position needs to occasionally move about inside the office environment to access office equipment and attend face-to-face meetings on/off-site as needed, Zoom meetings, teleconference calls, videoconferencing, e-mail, and similar activities. Routinely lifting and carrying items and boxes up to ten (10) pounds.
A large portion of the time will be spent in front of a computer screen, researching and reviewing various documents for final disposition to internal/external customers. Writing by hand and using a personal computer will also be required. Occasionally, travel will be required to out-of-town meetings and functions.
The environment involves the usual risks and stress of an office environment within a public service legal office.
Conditions of Hire
May be required to possess and maintain a valid driver's license or be capable of obtaining one, as well as be insurable by KIC’s company insurance.
KIC complies with the Drug-Free Workplace Act of 1988, which states that employees shall not manufacture, distribute, dispense, possess, use, or be under the influence of drugs or alcohol and must pass a pre-employment and subsequent random drug and alcohol screening to be eligible for and maintain employment.
KIC has several positions that must comply with the P.L. 101-630 Indian Child Protection and Family Violence Protection Act (ICPA); all employment offers in the "covered" classification are conditional until KIC has received a Federal criminal background check verifying eligibility to work in these programs.
