Job Summary

Activities included are performance of chemical, microscopic and bacteriological tests performed in the

laboratory to obtain data for use in diagnosis and treatment of disease. Ensures that services are of the best quality, cost contained, and carried out in an expeditious manner.

Incumbent is responsible for recognizing results or problems that require referral to the Laboratory Director. Maintains performance improvement activities within the department and participates in Accreditation Association for Ambulatory Health Care (AAAHC) activities; manages and directs the administrative and financial functions. Incumbent is responsible for direction and supervision of the personnel in patient care laboratory services.

ESSENTIAL SUPERVISORY JOB FUNCTIONS COMPLETES OPERATION BY:

Developing schedules, assigning and monitoring work; gathering resources; resolving

operations problems; maintaining reference manuals; implementing new procedures. Promoting a motivational environment that maintains the department as a cohesive unit. Investigating, evaluating, and recommending laboratory supplies and equipment; Recruiting, selecting, orientating, and training Lab Technician or Lab Assistant position.

MAINTAINS STAFF BY:

Recruiting, selecting, orientating, and training employees; maintaining a safe working environment; developing personal growth opportunities.

ACCOMPLISHES STAFF JOB RESULTS BY:

Communicating job expectations; coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results; conducting training, implementing and enforcing systems, policies, and procedures.

Informing employees at least weekly or as necessary of all matters affecting their

employment.

Providing tools and equipment necessary for staff performance accountability.

Essential Laboratory Manager Job Functions

PROVIDES LABORATORY PATIENT CARE SERVICES BY

Utilizing age appropriate procedures for all age groups;

Independently performing phlebotomy and processing specimens in timely fashion for transport and or analysis insuring the integrity of the specimen is maintained;

Performing in-house testing of blood, urine, and other body fluids;

);;> Correlating unexpected results with disease states;

Applying scientific principles theory of testing procedures for instruments, reagents, and quality control to determine the rationale behind unexpected or inconceivable results;

Logging specimens

Keeping accurate records;

Distributing reports to appropriate staff in a timely manner while avoiding and correcting clerical errors

Acting as liaison between staff and contracted laboratory in determining proper ordering,

processing, and tracking of tests;

Essential Testing Personnel Job functions

Responsible for specimen processing, test performance, reporting test results within specific time limits, and maintaining patient test results;

Constant concentration required when collecting, preparing and processing specimens.

Performing only those moderate complexity tests that are authorized by the Laboratory Director and require a degree of skill commensurate with the individuals education, training, experience, and technical abilities;

Proficiency testing samples are tested as required, reviewed, and performance evaluated by

Laboratory staff;

Responsible for identifying any problems requiring immediate action;

Implementing an approved corrective action plan when any proficiency testing result is found to be unacceptable;

Following the corrective action policies and procedures whenever tests systems are not within

the established acceptable performance levels;

Establish and monitor criteria for the immediate notification of the practitioner responsible for the patient when critical limits of specified tests results are exceeded;

Implementing corrective actions as required;

Documenting all corrective actions taken when test systems deviate from the established performance specifications;

Adhering to the laboratory quality control policies;

Documenting all quality control activities, instrument, and procedural calibrations and maintenance performed.

MAINTAINS MEDICAL LABORATORY PRODUCTIVITY BY

Monitoring workload of functional areas; Identifying peak and slack periods;

Making operational or staffing adjustment.

RESOLVES PROBLEMS BY

Addressing complaints regarding laboratory functions and works with supervisors to resolve; Consulting with pathologists, other laboratory managers, technical coordinators, directors, physicians, nurses, and other health care professionals;

Attending and participating in appropriate administrative and committee meetings.

MAINTAINS QUALITY RESULTS BY

  • Participating in the quality assurance program;
  • Assisting staff with ideas for ways to improve laboratory services;
  • Consulting with Laboratory Director, clinical and technical consultants;
  • Performing proficiency surveys;
  • Making adjustments in policy and procedures;
  • Generating reports;
  • Maintaining records.

IMPLEMENTS NEW PROGRAMS, TESTS, METHODS, INSTRUMENTATION, AND PROCEDURES BY

  • Leading the Laboratory quality improvement team including documenting minutes;
  • Investigating alternatives;
  • Preparing proposals;
  • Developing and performing parallel testing;
  • Monitoring progress.

MAINTAINS MEDICAL LABORATORY EQUIPMENT BY

  • Establishing quality standards;
  • Inspecting and evaluating the physical condition of the laboratory area, recommending

necessary changes to Maintenance to improve sanitation, appearance, and efficiency;

  • Developing operations, quality, and troubleshooting procedures;

Ensuring staff compliance;

  • Certifying instrument performance;
  • Arranging equipment replacement, service, and repair.

MAINTAINS MEDICAL LABORATORY SUPPLIES INVENTORY BY

  • Checking stock to determine inventory level;
  • Anticipating needed supplies and associates costs;
  • Placing and expediting orders for supplies;
  • Verifying receipt of supplies.

Essential Administrative Job Functions

MAINTAINS PERMIT REQUIREMENTS BY

  • Submitting application to keep CLIA Certificate of Accreditation status current;
  • Submitting required information to regulatory agencies to maintain licensure;
  • Submit an Annual Management Plan to Laboratory Director.

MAINTAINS MEDICAL LABORATORY INFORMATION SYSTEM BY

  • Identifying information needs and problems;
  • Recommending improvements;
  • Establishing priorities;
  • Coordinating improvements with ISO;
  • Testing;
  • Writing user manuals

Knowledge to gather, organize, and analyze information for laboratory operations and personnel;

Knowledge of the organization, function and operations of the activity services and higher management directives;

Knowledge and ability to carry out rules of Health Insurance Portability and Accountability Act

Physical Activities Include

Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, and stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes up to forty (40) pounds.

Writing by hand and using a personal computer. Long hours in front of computer screen. Frequently required to work extended hours. Traveling occasionally, using air and/or water transportation, to out­ of-town meetings and functions.

Working Environment

The employee may be exposed to communicable diseases. Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members.

License(s)

Possess current valid State of Alaska driver's license with a record acceptable to KIC's Insurance carrier.

Education

Two-year Medical Laboratory Technology degree or equivalent required.

Certification as a Medical Laboratory Technician or Medical Laboratory Technologist or documentation of training appropriate for testing performed preferred. A graduate of an approved Medical Laboratory Technician or Medical Technology Program preferred.

Experience

Recent managerial experience in a clinical laboratory of an outpatient medical facility required. Prefer

experience with regulatory and accreditation of laboratory operations.

Any combination of related education and/or related experience will be considered if the candidate possesses the demonstrated ability.
