Purpose:

Job Summary:

The Cultural Resources Director is responsible for organizing and building out a newly created Cultural Resources Department (CRD), which includes the following functions:

  • Natural Resources Management

  • Environmental Protection, IGAP

  • Subsistence Management, ANILCA

  • Sacred and Cultural Site Management

  • Repatriation of Artifacts

  • Language & Culture, Preservation and Enhancement, Culture Camp

The Director will oversee a cultural resources needs assessment and lead the development of a Tribal Cultural Resources Plan, which details strategies for addressing needs identified and reaffirmed by tribal members.

As the language program and cultural projects are also located in the Department, the Director manages the language program manager and other special programs such as the culture camp. As a result of the broad range of disciplines in the Department, this position exercises wide latitude in determining objectives and approaches to critical assignments.

Responsibilities/Duties:

The Cultural Resources Director:

  • Administers the Cultural Resources Department and the associated programs, budgets, and staff.

  • Makes recommendations regarding the Department's structure, organization, budget, and staffing to the Tribal Administrator.

  • Is responsible for all Cultural Resources Department grant deliverables, reports, and budgets;

  • Provides technical consultation and evaluates the effectiveness of various programs and policies;

  • Coordinates environmental program activities with other CRD programs and with other tribal departments.

  • Oversees the preparation of environmental reviews for tribal projects.

  • Keeps the cultural resources needs assessment and cultural resources plan updated.

  • Plans, designs, and implements projects to meet the cultural resource needs identified in the cultural resources need assessment and consistent with the department mission.

  • Maintains consistent contact with natural resource agencies to monitor the planning and development activities.

  • Maintains consistent contact with organizations and other professionals in the scientific field to provide consultation on issues, technical assistance, and advice and negotiation on acceptable solutions to issues.

  • Ensures close collaboration with Tribe’s environmental program (EPA IGAP funded) and helps to ensure that all commitments are carried out expeditiously.

  • Pursues, secures, and administers grants, contracts, and other funding to support cultural resources projects; maintains close working relationships with funding agencies and actively seeks funding to implement projects.

  • Ensures that all funding requirements are met in a timely manner, including required federal reports.

  • Hosts or attends meetings as needed and works with other tribal and natural resources organizations and federal and state agencies to gain public support.

Competencies (Knowledge, Skills, and Abilities)

  • Must have an intimate familiarity with the land and natural resource management agencies having jurisdiction in Alaska, including USFS, NPS, BLM, USFWS, AFF&G, and Federal Subsistence.

  • Must have extensive knowledge of the principles and theories as well as current policies, laws, and regulations that apply to the protection, conservation, management, and utilization of natural resources.

  • Must have thorough knowledge of the laws, regulations, and policies affecting natural resource management and tribes in Alaska.

  • Must be familiar with environmental laws and requirements.

  • Must be able to assess the impacts of development activities on important cultural resources.

  • Must be able to collaborate with tribes, agencies, and private businesses and coalesce a position.

  • Must have strong community and tribal planning skills.

  • Must be able to analyze data and prepare technical reports.

  • Must have strong written and oral skills.

  • Must have strong meeting management skills.

  • Must be familiar with related funding resources and requirements.

Experience Requirements:

Five years of management-level experience in the natural resource arena is required. Experience with governmental agencies and Tribes is also required. Experience in seeking and maintaining funding sources is also required.

Education Requirements:

This position requires a bachelor's degree in natural resources or policy-making, but a master's degree is preferred.
