It is the duty of the East Jefferson Levee District Police Department/East Bank Levee District Police to patrol and inspect 106 miles of levees and floodwalls that surround the east bank of Jefferson Parish, the City of New Orleans and St. Bernard Parish and to check various gauges and flood structures to ensure the integrity of the levee system. The Department also serves to protect lives and property, with primary emphasis on law enforcement, through crime and accident investigation and arrangement for provision of emergency services. The Police Captain position serves as the division commander to direct a full range of police services, with emphasis on the enforcement of laws, the investigation of crimes and accident, and arrangement for provision of emergency services.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Five years of experience in law enforcement work.

SUBSTITUTIONS:

College training will substitute for a maximum of two years of the required experience on the basis of thirty semester hours for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:

Must have attained eighteenth birthday at time of appointment.

An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.

May be required to possess a valid Louisiana driver's license at time of appointment.

For some positions, evidence of POST certification must be submitted at the time of the application.

May be required to qualify annually with a firearm.

For some positions, applicant must be eligible for bond.

NOTE:

All classified jobs in State service with police officer and wildlife enforcement titles qualify as law enforcement.

Jobs outside State service that will qualify as law enforcement are those performed while commissioned with the power of arrest.

Military police in the armed services are law enforcement; security/guard duty is NOT qualifying.

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK :

To serve as chief or assistant chief in a small police department by enforcing laws, investigating crimes and accidents, and providing emergency services.

JOB DISTINCTIONS :

Examples of Work

The East Jefferson Levee District/East Bank Levee District Police’s jurisdictional area falls under the umbrella of the Southeast Louisiana Flood Protection Authority-East (SLFPA-E) and includes Jefferson Parish, the entire city of New Orleans on the East Bank and St. Bernard Parish. Specific duties include, but are not limited to the following:

Operations/ Staff Coordination 60%

• Serve as the direct supervisor to the 4 Lieutenants, 4 Sergeants, 31 police officers, 4 police dispatchers, and an administrative staff

• Directs the activities of all platoons by organizing, prioritizing and assigning duties; monitors status of work activity, meets/confers with staff and East Jefferson Levee District Police Captain (and Captain of Reserve Division) to discuss activities, problems, new procedures and activities, providing technical expertise

• Updates, modifies and institutes Standard Operation Procedures (SOP)

• Ensures adherence to all rules, regulations and general orders of the SOP and superiors

• Plans, manages and coordinates tasks to be accomplished and assigns these tasks to subordinates

• Works with the SLFPA-E Regional Finance Director, Police Superintendent, Chief Administrative Officer, Human Resources Director, Information Technology Directory and the Board of Commissioners on the police budget

• Requests all purchases to be made and authorizes these purchases as approved by the Regional Director

• Keeps abreast of the latest law enforcement equipment and techniques

• Attends all manager meetings, keeping the Superintendent and Regional Director apprised of all situations and updates with the Police Department

• Formulates updates and reviews departmental regulations, guidelines and protocols that are in compliance with federal, state, and local laws and guidelines

• Develops and implements procedures in accordance with departmental guidelines and ensures that all policies, procedures, guidelines and directives are communicated to supervisory personnel and their subordinates

• Investigates or supervises the investigation of complaints from the public, recommending appropriate actions to be taken

• Reviews reports of rule or policy infractions and makes recommendations regarding disciplinary measures to be taken

• Coordinates and participates in special investigations as warranted and assigned

• Plans, manages, and coordinates large scale special and/or critical events (crowd control, dignity protection, natural disaster response)

• Assists with the coordination if points of contact with other law enforcement and security organizations at the local, state and federal levels

• Serves as a liaison officer with such agencies in various situations and functions

• As delegated the Police Captain may assume responsibility for any and all departmental operations under the Superintendent or the East Jefferson Police Captain in their absence

• The Captain is on 24- hour standby for any emergency situation

Personnel Management 40%

• Supervises all subordinates, distributing and monitoring work assignments

• Confers with direct reports to review progress of work assignments and employee performance.

• Promptly addresses any performance or behavior issues

• Follow up to ensure that all duties are performed correctly and in a professional manner in accordance with department and professional law enforcement standards

• Maintains continuous communications with subordinates regarding performance suggesting methods or improvement and praising areas of good or exceptional performance

• Completes PES and Planning reviews for all direct reports

• Coordinates all training officers and ensures that the mandatory training is completed within the required time frame

• Handles interviews and selection of candidates for hire and promotion into departmental vacancies

• Manages employee schedules, approving leave for direct reports

• Ensures optimal use of personnel and equipment during emergency, storms and high-water events

• Oversees mileage and vehicle maintenance records and inspects police vehicles

NOTE:In emergency situations (hurricanes, flood conditions, or other warranting situations), the incumbent must report for duty as assigned and shall remain on duty until specifically released by the proper authority or until such emergency conditions subside. At such times the incumbent may be required to perform any and all activities required to alleviate the situation, e.g. lifting and placing sandbags, securing facilities, placing barricades, directing traffic, etc.

PHYSICAL REQUIREMENTS:Incumbents must be able to safely and efficiently operate all police vehicles and equipment, and must be able to lift, throw, and place 40-50-pound sandbags during emergencies and disasters.

OTHER REQUIREMENTS:Incumbents must be assessed by a certified psychologist as suited for law enforcement duties. Incumbents must possess and maintain a valid driver’s license and must be able to acquire and maintain police commission from the Louisiana Department of Public Safety. Incumbents must be POST certified, i.e., must have completed all requirements under law as prescribed by the Peace Officer Standards of Training (POST) Council Academy before the end of the probationary period.
