U.S. Coast Guard Engineering Technician (Civil), GS-0802-11 in Kapolei, Hawaii

Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, 14th CG District, Air Station Barbers Point, Kapolei, HI Responsibilities You will manage all administrative aspects of the Base Operating Support Services (BOSS) contract as a Contracting Officers Representative (COR). Additionally, you will serve as a technical advisor to the Facilities Engineering Department. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing Independent Government Estimates (IGE) and Statements of Work (SOW) to obtain budget approval, preparation of designs or specification, and accomplishment of repair and modification work. Updating completion of all maintenance items in the government approved tracking software system. Developing long-range plans for administrative improvements, physical improvements, and maintenance. Inspecting work for compliance with specifications and standards Verifying and approving monthly invoices to ensure contract requirements have been met. Performing trouble shooting of systems and/or equipment prior to work order/task order submission. Preparing detail cost estimates to support contract negotiations. Performing design review of drawings and specification for technical aspects of major projects. Conducting safety inspections and condition surveys of structures and facilities. Reviewing contractor performance through site visits, correspondence, and telephone conversations for completion of applicable contract clauses. The work requires some physical exertion, such as regular and recurring walking, bending, climbing ladders or scaffolds to observe, collect or record data. In many situations, the duration of the activity (such as most of the workday) contributes to the arduous nature of the job. In other situations, there may be special requirements for the agility or dexterity, such as exceptional hand/eye coordination. The ability to get to ongoing work sites, climb ladders, inspect roofs and the overhead structures is required. - Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. This position requires a National Agency Check with Inquiries (NACI). All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Qualifications for GS-11: At least one year of specialized experience equivalent to at least the GS-10 level in the Federal sector is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
