Human Resource AdministratorPOSITION SUMMARYWork closely with the HR Supervisor to provide human resource services to FEC employees. Coordinate and administer employee programs, policies and practices focused on the recruitment, hiring, training and retention of quality employees. Administer the performance evaluation system, the online application and evaluation systems, and the employee training platform. Support and assist in administration of FEC policies and procedures to comply with industry standards and legal requirements, including DOT-CDL drug testing and compliance processes and the management of Commercial Drivers Licenses (CDL) and related records retention. Coordinate internal communication with employees. ESSENTIAL FUNCTIONS1.In every task undertaken, exercise professionalism and appropriate confidentiality due to the sensitive nature of information shared by employees, supervisors, and management. Maintain confidentiality regarding sensitive matters and documents. Be organized, meet deadlines, and stay current on changes related to compliance and employment and labor law. Keep HR Supervisor and management apprised of situations or issues that arise.2.Recruitment Administrationa.Review, revise, and post internally current job descriptions, assisting with revisions as needed and based on industry best practices.b.Coordinate and administer the recruitment and hiring processes, including posting and advertising open positions internally and/or externally as directed.c.Administer the online applicant tracking system including all integrations.d.Coordinate, schedule and conduct all interviews.e.Assist with interview preparation for employees.f.Communicate with applicants in a timely and professional manner.g.Coordinate pre-employment drug screening and background checks with vendors and applicants, maintaining records in compliance with Administrative Policy GM 610 (Records Retention).h.Assist managers and supervisors in the selection of the most qualified individual for each open position.3.Personnel Files and Employee Performance Administrationa.Create and maintain personnel files and employee forms pursuant to Administrative Policy GM 610 (Records Retention).b.Administer the performance evaluation system and enter and keep all employee information current. c.Create workflows and templates to best implement the performance review and compensation policy set forth in Administrative Policy HR510.d.Train employees and supervisors in the use of the performance evaluation system.4.Training Administrationa.Administer the employee training platform and serve as technical support to all employees in the use of the platform.5.Wellness Programa.Administer FEC’s Wellness Program including wellness activities attractive to the diverse set of employees and in compliance with all applicable laws and regulations.b.Coordinate the NRECA FutureMe program, annual wellness screenings, and other wellness initiatives. c.Be creative in wellness offerings to keep employees engaged in their own wellness.6.Employee Culture Eventsa.Support the planning and organization of employee events, such as new hire and retire functions, blood drives, food drives, and other employee/community service projects. 7.DOT-CDL Drug Testing and CDL Recordsa.Administer FEC’s drug and alcohol testing program and maintain all records and related reports with discretion and confidentiality. b.Serve as a Designated Employee Representative (DER) to make decisions in the testing and evaluation processes and receive test results. c.Communicate with the employees concerning medical examinations and license expirations. d.Coordinate with the vendors regarding random testing and with employees to ensure compliance with the drug and alcohol testing program.8.As needed, assist the Safety Coordinator to remain apprised of the safety initiatives and issues relating to employees. 9.Assist with employee onboarding and offboarding processes. 10.Perform a variety of administrative functions, including organizing and maintaining confidential employee document storage systems, preparing correspondence and reports, composing summaries for department board reports, and any other administrative needs that arise including local driving errands as needed.11.Assist in the development of employee retention initiatives, which may include training programs, events, and/or employee recognition or rewards.12.Be familiar with the Collective Bargaining Agreement and all related agreements between FEC and the Union. Assist as needed with labor relations. 13.Assist with the preparation of the annual budget for the HR department.14.Assist in the implementation and execution of all FEC policies and plans, including but not limited to the Pandemic Response Plan, Emergency Response Plan, Employee Emergency Action Plan, and Physical Security Plan.15.Support the HR Supervisor when needed and assist employees with their needs in the absence of the HR Supervisor. 16.Exercise sound judgement and discretion and seek management guidance when appropriate in the performance of tasks and before communicating with employees, applicants, retirees, Union representatives, vendors and third parties. 17.Attend designated professional meetings representing FEC and participating as directed, using the utmost professional conduct. 18.When performing all responsibilities, be efficient, timely and accurate. Constantly review work assigned to establish proper priority to meet the individual deadlines of each task/project. 19.Assist members/vendors/employees and the general public in a courteous and professional manner ensuring their continued satisfaction with FEC. Work in harmony and show respect to all fellow employees in order to promote an effective and pleasant working environment.20.Maintain ongoing communication with supervisor regarding situations requiring immediate attention, problems/concerns, questions, etc.21.In pursuit of zero workplace incidents, promote and maintain a positive safety culture while adhering to all applicable policies outlined in the Safety Manual. Report all incidents and potential safety hazards in a timely manner to supervisor or Safety Coordinator.22.Become familiar with and keep current with FEC’s objectives and applicable policies.23.Perform other duties as assigned by management applying the same skill and enthusiasm as with regularly assigned responsibilities.MINIMUM POSITION QUALIFICATIONSEducation: Associates Degree in Human Resource Management or a related field.
