National Oceanic and Atmospheric Administration IT Specialist Application Software in Juneau, Alaska

Summary This position is located in the National Marine Fisheries Service (NMFS); Alaska Regional Office (AKRO); Information Services Division (ISD), with 3 vacancies in Juneau, AK. Responsibilities As an IT Specialist (Application Software), you will perform the following duties: Use programming code to create and/or modify internal software to accommodate new or different fishery management program needs such as monitoring fishery statistics, setting limits on catch bycatch, and harvest take allowances, and providing accounting information to recover program costs. Collaborate with customers to develop and implement strategy and project solutions to accommodate customer needs and meet specifications and time constraints. Interact consistently with the customer regarding initial assessment of project feasibility, guidelines, potential constraints, identified risks, obstacles, solutions, and progress. Serve as technical authority to a team of internal and contracted developers to deploy a new component of software on budget and on time within the constraints set by the customer. Note: The duties described are at the full performance level of the ZP-3 grade level, and the duties at the ZP-2 grade level are developmental leading to the ZP-3 level. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. ZP-2 is equivalent to the GS-7/9. ZP-3 is equivalent to the GS-11/12. ZP-2 = security clearance is Low Risk. ZP-3 = security clearance is Moderate Risk. *A one year probationary period may be required. *Payment of relocation expenses is not authorized. *Relocation and Recruitment incentives may be authorized. *This position is not in the bargaining unit. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: To qualify at the ZP-2 or (GS-7/9 level): SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicants must also have one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-1 or (GS-5) in the Federal service. Specialized experience MUST include all of the following: Assisting with Software Development, such as web applications or database development, using programming code; Assisting in designing, developing, or deploying of business applications to meet agency objectives and deadlines; and Communicating with customers to assist in formulating strategy or product solutions. OR Education: One full year of graduate level education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: YOU MUST PROVIDE YOUR TRANSCRIPTS OR SUPERIOR ACADEMIC ACHIEVEMENT: Demonstrated by a bachelor's degree from an accredited college or university education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, with one of the following. A grade point average (GPA) of 2.9 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; A GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; Class standing of upper third of the graduating class in the college, university, or major subdivision of the college. Membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies All academic degrees and coursework must be from accredited or pre-accredited institutions. To qualify at the ZP-3 or (GS-11/12): SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or (GS-09) in the Federal service. Specialized experience MUST include all of the following: Developing web applications or database development using programming languages such as; Java, Java Script, C#, or SQL. Leading applications development projects to design, develop, or deploy information systems to meet agency objectives and deadlines; and Collaborating with customers to understand customer needs and help formulate strategy or project solutions. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Education College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken. Additional Information Salary Range Per Grade: ZP-2: $67,968 - $108,077 ZP-3: $92,514 - $137,375 Initial cutoff will be after 2 weeks and every 30 days thereafter until December 16th, 2024. New certificates will be issued for each cutoff. CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
