For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Management Support Division, Support Services Branch, Facilities Team - GOMR in Jefferson, LA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. Serves as the Assistant Space Officer and Building Manager for the GOM Region District and Sub-District Offices located throughout Louisiana and Texas and other collocated offices and for critical infrastructure areas in the Gulf of Mexico Region. 2. As appointed Contracting Officer's Technical Representative (COTR) by the General Services Administration (GSA), is responsible for observing and monitoring the lessors' performance under the lease(s). 3. Responsible for the conduct of space studies/surveys to determine the adequacy of space, space requirements and management of office and special purpose space. 4. Responsible for the real property management program for both GSA and/or BSEE assigned or controlled buildings. 5. Works with the Emergency Manager/Physical Security Officer to establish protocol during construction projects with the design and implementation of security measures. Salary Range Information (Per Annum): GS-11: $72,553 - $94,317 GS-12: $86,962 - $113,047 *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Qualifications Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying. You must meet the Minimum Qualification Requirements (A, B, or C) to qualify for the GS-11. A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as experience: (1) Working experience utilizing space planning software such as AutoCAD; (2) Participates in pre-construction and pre-award meetings with contractors to discuss specifics of a contract (3) Monitoring contractor performance for compliance with contractual specifications; and (4) Primary contact for obtaining specialized building repairs and maintenance work. MUST MEET ALL. OR B. A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR Combination of Education and Specialized Experience: A combination of specialized experience and education that totals 100% of the experience requirement. To qualify at the GS-12 grade level, you must have at least one FULL year specialized experience at or equivalent to the GS-11 grade level. Specialized experience includes experience: 1. Administering government buildings operations, maintenance, and repair activities. 2. Monitoring contractor performance for compliance with contractual specifications and takes appropriate remedial action. 3. Primary contact for obtaining specialized building repairs and maintenance work. 4. Conducts pre-construction and pre-award meetings with contractors to discuss contacts specifications. 5. Working experience utilizing space planning software such as AutoCAD. MUST MEET ALL. There is no educational substitution for the GS-12 grade level.
