Army National Guard Units DATA ANALYTICS SPECIALIST (TITLE 5) in Jefferson City, Missouri

Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0301-12 DATA ANALYTICS SPECIALIST (TITLE 5), Position Description Number T5879000 and is part of the MO United States Property and Fiscal Office. APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position. Responsibilities Provides technical advice on all aspects of data analytics. Responsible for administering and coordinating a complex data analytics portfolio including Army and Air National Guard and highly technical special projects. Researches, designs, develops and manages the content, and features data analytic applications. Uses data analytic and business intelligent tools to develop custom workflows, other applications and to process numerous additional data analytics and management tasks. Conducts studies, identifies trends, risks, and themes based on the data and information. Applies scientific and statistical standards to evaluate data to develop high-priority analyses and metrics. Counsels and advises others including Federal staff, and recipients to accomplish the program goals. Identifies areas for new content based on the needs of key business stakeholders for the purpose of accelerating decision time and increasing accountability. Manage full development life cycle using necessary software for hosting and facilitating web site communications to include analysis, planning, development, test, implementation, and maintenance. Designs and maintains related key performance indicators. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs. Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. May have limited leader responsibilities. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Must possess experience, education or training that provided you with a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc.; required person-to-person contacts to convey information; and experience using computer and automation systems. GS-12 SPECIALIZED EXPERIENCE: Must possess one year of experience equivalent to at least the GS 11 grade level or pay band in the Federal Service or equivalent in the private or public sector that experience in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations? This specialized experience must also include knowledge of data analytics principles and policies and a working knowledge of software such as Power BI and other Power Platform tools. Education This job does not have a qualification requirement that allows substitution of education for specialized experience. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed. 3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online. NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214. If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
