This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

The Senior Manager - Occupational Safety Projects will serve as a subject matter expert, providing direction, oversight, and expertise to all departments (operating and administrative) across the LIRR. The position will ensure corporate programs and policies are compliant with regulations, implemented, and adhered to by all LIRR managers and employees. To accomplish this, the position will communicate with and direct LIRR management and their personnel, contractors/consultants, regulators, and customers. This position will direct and oversee the LIRR’s occupational safety and health consultants and contractors through the development and application of budgets, requisitions, invoices, technical scopes, contract specifications, and field oversight and supervision. The Senior Manager will apply their technical knowledge and expertise to develop and implement occupational safety policies, programs, and procedures. The position will regularly interface with employees, labor representation, and LIRR department management to assure health and safety goals are communicated and pursued.

Responsibilities

Responsibilities may include but are not limited to:

  • Direct the LIRR’s Health and Safety Contractors and Consultants in conducting essential tasks across the LIRR territory. Act as the Project Manager for this work, coordinating with operating department leadership ( e.g. Assistant Chief Engineers and Assistant Chief Mechanical Officers) and directing force account labor in any support functions. Manage and oversee contracts (Hazard Abatement, Risk Assessment, Industrial Hygiene). Manage the contract budgets, review surveys, reports, specifications, cost proposals, invoices, and ensure compliance with applicable regulations. Compile data, assist in the preparation of contract documents (specifications, technical scope of work, in-house cost estimates, notice of awards, etc.).

  • Develop, implement, and administer Corporate Policy & Procedures (CPPs). This activity requires communication/negotiation with Operating Department leadership ( e.g. Assistant Chief Engineers and Assistant Chief Mechanical Officers) to craft policies and procedures that are compliant with regulations and feasible given resources and manpower. Interfacing with labor organizations and our workforce is required to assure that Policies and Programs are workable while considering employee safety concerns.

  • Ensure a safe and healthy workplace by conducting field inspections, audits, workplace assessments, and field measurements. Through communication with and cooperation from Operating Department leadership ( e.g. Terminal Managers, Assistant Chief Engineers, or Master Mechanics) design and implement safe workplace practices and controls to mitigate workplace safety concerns and exposures. Provide oversight and supervision of contractors and consultants while coordinating activities between third parties and LIRR departments.

  • Respond to hazard emergencies and/or react to occupational safety hazard incidents, including periodic assigned 24-hr on-call duty (rotating basis). Act as the LIRR’s liaison with Regulators (OSHA, PESH, DOH) in the field.

  • Effectively utilize a PC for communication with LIRR management, workforce and third parties. Tasks include generating documents, the storage of project and assessment data, project scheduling, recordkeeping, and budget administration.

  • Ensure a safe working environment and adherence to guidelines of Corporate Safety Policies and Procedures. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Provide career development for subordinates through on the job training and ensuring that relevant and scheduled classroom training is provided.

  • Perform other assignments as requested by Senior Management.

    Qualifications

  • Bachelor’s Degree in Environmental Science , Safety, Industrial Hygiene, or a related science field.

  • Must possess recent, related, progressively responsible experience (approximately 8 years) in the area of Hazardous Abatement / Industrial Hygiene / Risk Assessment / Occupational Safety in a large, diverse, complex operation with a substantial construction and / or manufacturing environment.

  • Comprehensive knowledge of asbestos, lead-based paint, mold and biological contaminants, safety and occupational health principles, practices, procedures, and regulations.

  • Possess experience applicable to the performance of a full range of occupational safety-related responsibilities including risk assessments, exposure monitoring, safety audits, hazard abatements, and indoor air quality investigations.

  • Knowledge and experience interacting with management, employees and their labor representation.

  • Knowledge and experience with 3rd Party contracting processes.

  • Knowledge of construction standards, practices and techniques, engineering drawing interpretation, building materials, and a general understanding of facilities and equipment; sufficient to develop effective controls of work and equipment hazards resulting from new construction or maintenance activities.

  • Must possess experience in dealing with Regulatory Agencies including New York State's PESH, DOL and DOH.

  • Must possess proficient computer skills with a working knowledge of various software programs (Microsoft Office Suite, Outlook, etc.).

  • Must be available to respond to emergencies at any LIRR location, on a 24/7, “on-call”, rotating basis.

  • Must possess effective interpersonal, written, and oral communication skills.

    PREFERRED/DESIABLE SKILLS/QUALIFICATIONS:

  • Railroad experience or experience performing Occupational Safety Projects in a large transportation or industrial setting.

  • Master’s Degree or higher in Environmental Science, Safety, Industrial Hygiene, or a related science field.

  • Possess certifications from the Board of Certified Safety Professionals (BCSP), or the American Board of Industrial Hygiene (ABIH).

  • Experience in the development, oversight and administration of corporate policies and procedures.

  • Familiarity with ATPA, FRA, and PTSB requirements.

  • 30-hour OSHA construction/general industry certification.

  • 40-hour OSHA class.

  • Prior supervisory/management experience for staff or contractors in conducting related field oversight and supervision.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. Absence control violation(s) or more than ten sick days without medical documentation in two of last three years is considered unsatisfactory attendance.
