SUMMARY :
This position is responsible for directing and managing all daily activities under the office of the Executive Vice President – Administration including, but not limited to the oversight and implementation of the most broad and far-reaching policies and practices, leading cross functional teams of senior level executives and their respective staff to review, assess, and make recommendations for administrative and operational protocols, policies, procedures, as well as drive sustainable improvements, efficiencies and standardizations across all LIRR Departments. This position will lead the development and ongoing updating of LIRR’s strategic change management initiatives, including the MTA’s Fiscal Baseline Rest (FBR), LIRR’s Availability Task Force and LIRR’s OTTF (Overtime Task Force.). Additional responsibilities include the oversight of LIRR overtime expenditures and representing LIRR at the Chairman’s FBR bi-monthly meetings. This position interacts with all levels of management, including but not limited to: LIRR Executive Leadership, Senior Staff in all LIRR Departments, including but not limited to: Maintenance of Equipment, Maintenance of Way, Transportation, Corporate Safety, Office of Security, and Stations. Additionally, this position interacts with Senior Leadership and staff from other MTA Agencies and MTA HQ, including People, Labor Relations, Finance, Audit and Corporate Compliance Towers.
RESPONSIBILITIES:
Responsibilities may include but are not limited to:
Lead the implementation and ongoing updating of LIRR’s strategic priorities and strategic change management initiatives, including the MTA’s Fiscal Baseline Reset (FBR). Represent LIRR at Chairmen’s FBR bi-monthly meetings, including material coordination/presentation. Oversee LIRR’s process and efforts for the President’s Overtime Task Force. Providing expectations to LIRR’s four major operating departments on OT reduction. Oversee the compilation of information for reporting to the President on progress, including the reduction of continuous hours of service and high OT earners. Represent the LIRR at the MTA OTTF, led by MTA Auditor General.
Partner with the Administration Leads and Department Heads in the Operating departments to ensure internal departmental policies and legal guidelines are clearly communicated and followed. The development of new internal departmental policies to address areas of risk. Review and update of existing departmental policies, procedures, and business practices, to ensure consistency and alignment with LIRR’s strategic priorities and objectives.
Develop solutions to prevent future issues, which includes making applicable changes to increase efficiency in the workplace. Research and deliver accurate information pertaining to department policies, revenue management, financial controls and processes, audits and compliance, standard operating procedures, to apply best practices and develop LIRR business policies and practices and increase efficiencies specifically:
Working with Engineering to develop and implement policies and procedures, provide executive oversight of state of good repair planning, prioritization, forecasting, and recommend improvements to staffing, workflow processes, budget, and performance metrics that impact critical business issues.
Providing direction and recommendations to Transportation, Maintenance of Equipment, Stations and Engineering regarding budget, forecast, monthly analysis, and financial reports to ensure sufficient staffing levels, the management of overtime on capital and state of good repair projects, as well as emergency management situations which may impact the delivery of services.
Providing oversight and support of the administration and management of staffing and operational resources, safety programs, customer assistance program, corporate initiatives, as well as budget development and analysis.
Facilitating Maintenance of Equipment with the change management initiatives, policies, procedures, and process improvement of budget and internal controls of safety initiatives, resource management, reliability centered maintenance and production programs.
Lead and direct the LIRR Availability Task Force, consisting of LIRR Senior Leaders to ensure implementation of various ongoing and parallel initiatives to increase employee availability through; strategic business solutions, consistent internal departmental policies and procedures, sharing best practices and imposing internal controls to advance corporate objectives. Monitor and track results and recommend protocols to correct and eliminate availability deficiencies.
Indirect oversight of LIRR’s Engineering, Transportation, Stations and Maintenance of Equipment departments to provide guidance and oversight of timekeeping, overtime management, availability, absence control, time and attendance, headcount needs, and payroll and associated benefits to maintain consistency of all operating departments internal policies and procedures.
Direct and provide oversight of the Federal Railroad Administration Audits, MTA and NY State Comptroller Audits, NYS and MTA Ethics Compliance, NYS Department of Labor and Inspector General (IG) and all other audits and investigations as assigned by the President. Prepare and monitor coordinated responses for timely submission. Provide oversight to ensure departments develop compliance measures and conduct self-initiated internal audits on departmental business practices and monitor and track progress.
Partner with LIRR Business Partners and collaborate with the consolidated MTA departments (Legal, Ethics, People, Procurement, Communications, External Affairs, Finance, Compliance and Accessibility) to find business solutions and implement strategies to provide the appropriate level of support and services delivered for LIRR.
Partner with MTA Headquarters (HQ) to implement, track progress and compliance of initiatives lead by HQ.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
QUALIFICATIONS:
A). Required
Bachelor’s degree in Business Administration or a related discipline field. A combination of demonstrated equivalent related experience, education, and/or technical credentials may be considered in lieu of degree.
Minimum 12 years of progressively responsible related experience, such as policy development and implementation, finance, audit, business systems and best practices, compliance, operations administrative support, or process re-engineering.
Minimum of five years of experience managing a staff and demonstrated supervisory and/or leadership abilities.
Demonstrated knowledge of related processes, best practices, payroll systems, and financial oversight.
Demonstrated experience with participating and responding to internal/external audits, internal controls, investigations, and requests for information.
Must possess prior experience in identifying issues and developing, implementing, and monitoring efficient business solutions and recommendations.
Effective professional communication/interpersonal/human relations skills with the ability to effectively, consistently, and concisely, manage, interpret and disseminate information, including the initiating of necessary actions with regards to the application of labor agreements and company policies and procedures.
Must possess effective analytical and problem-solving skills, with the ability to identify problems and exercise sound judgement while recommending/implementing solutions.
Must possess a strong work ethic, with the ability to exercise a high degree of professionalism and integrity with proven abilities to implement and manage change.
Must have the ability to motivate and influence others in a positive and productive manner to meet department/corporate goals.
Must possess skills necessary to develop, enhance and promote diversity in the workplace.
Must possess solid planning as well as organizational and management skills with the ability to effectively manage multiple tasks simultaneously.
Possess high degree of professional integrity with strong work ethic and demonstrated ability to influence change within a diverse workforce environment.
Working knowledge of MS Office and/or comparable applications and People Soft.
