Air National Guard Units PUBLIC AFFAIRS SPECIALIST (TITLE 32) in Jacksonville, Florida

Summary This National Guard position is for a PUBLIC AFFAIRS SPECIALIST (TITLE 32), Position Description Number D2383000 and is part of the FL 125th FW, National Guard. Responsibilities As a Public Affairs Specialist, GS-1035-09, you will prepare internal and external public affairs products for distribution through social media, DVIDS, wing website, and release to civilian media, as applicable. Researches and writes stories/articles and rewrites material intended for distribution. Shoot related photos and video, as required. Edit and revise products for style, format and content; and, review and edit photography and artwork for quality and composition. May design overall products. Access public affairs' products to DVIDS per current DoD procedures. Respond to requests for information, materials, and support; and, plan and conduct community engagement activities with community officials and groups. Maintain an active web/social media presence; provides visual information services for documentation and/or publicity purposes; and, plan and arrange news media coverage. For approved events, coordinate support of requests from community and community groups, schools, news media organizations, and others to include requests for interviews, speakers, tours, bands, honor guards, and aviation support and support of local observances and celebrations. Prepare and ensure distribution of customer satisfaction/opinion surveys on internal information products. Evaluate feedback to determine customer needs and use comments to improve future output. Make positive suggestions to the supervisor for changes in approach and adoption of new techniques. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLANG BUS Code NG0523: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 86 and the President is Mr. Robert Morgan at rmorgan@actnat.com. MILITARY GRADES: Enlisted, E4 thru E7. TEMPORARY PROMOTION - For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERALIZED EXPEREINCE: Must have experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems. SPECIALIZED EXPEREINCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public.
