The Employee Services Department is actively seeking a HR Business Partner.

This is professional human resources work partnering with city departments to maximize employee performance and contributions towards reaching the department’s goals. Work requires a thorough understanding and application of human resources management theories, principles, methods, and practices which is usually gained through degree granting schools or equivalent experience. May schedule, assign, monitor, and review the work of others. Contacts with others require skill in understanding and influencing people and are important in providing human resources services, discussing, and resolving work-related issues and problems, and presenting and defending recommendations and decisions. Persuasiveness or assertiveness and sensitivity to other’s points of views are often required to influence behavior, change an opinion, achieve consensus, or turn a situation around. These skills are important in providing human resources consulting services, discussing, and resolving work-related issues and problems, and presenting and defending recommendations and decisions. Work is covered by clearly defined policies and principles and the incumbent is required to exercise judgment in search of new solutions or applications to accomplish stated objectives. Work is performed mainly in an office environment, but fieldwork may be required in areas where there are some risks and hazards which are known, predictable, and controllable. Operates a motor vehicle and personal computers, calculators, scanners, and other standard office equipment. Physical demands are minimal but may occasionally require lifting and moving light objects. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work, and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality, and timeliness.

Assists the departments in meeting their goals and objectives by ensuring top talent is recruited, hired, retained, and developed within the organization.
Participates in a variety of project work that crosses the various disciplines of human resources.
Provides advice on employee life cycle issues.
Coaches managers on individual and team issues.
Reviews, researches, and processes a variety of human resources actions and advises agencies and departments of recommended disposition or necessary action.
Partners with managers to ensure consistent and market-appropriate decisions are made in the promotion and salary processes.
Coordinates employee relations issues.
Partners with Human Resources Specialists/Assistants to deliver a well-rounded service to the department.
Conducts job audits to determine proper classification of work, FLSA and EEO status, collective bargaining unit, and salary grade.
Develops and revises job specifications.
Conducts and responds to salary surveys and analyzes data obtained as required.
Conducts and reviews compensation related issues as required.
Assists in the analysis and implementation of the organization’s compensation strategy as required.
Coordinates reduction in force with affected departments to include proper application of layoff procedures and employee placement efforts.
Monitors and reviews the establishment and maintenance of official human resources files and associated records and systems.
Develops and recommends revisions to human resources programs, systems, policies, guidelines, rules, regulations, methods, techniques, and procedures.
Provides feedback for collective bargaining proposals, including cost estimates and analysis of impact, and may participate in collective bargaining negotiations as required.
Conducts interviews in person, via phone and via video and conducts reference checks for candidates.
Attends career fairs and external recruiting events.
Prepares correspondences, reports, policies and procedures, spreadsheets, graphs, and statistical analyses.
Compiles and analyzes data using quantitative and statistical analysis techniques.
Demonstrates proficiency in the City of Jacksonville’s competencies.
Performs related work as required.

Open Requirements/Supplemental Information
- A seven-year combination of education and experience with at least two-years of professional experience in human resources administration work which must include personnel selection and classification and compensation.
Bachelor's degree in Human Resources, Business Administration or related field preferred. PHR is preferred.
Professional level human resources experience means having HR expertise where an individual uses independent judgement, makes decisions with some level of authority, manages detailed work like data analysis, interacts with various levels of personnel, and has personal accountability, which demonstrates a deeper understanding of HR functions beyond administrative tasks.
LICENSING/CERTIFICATION/REGISTRATION:NOTES:
A valid driver's license is required prior to appointment and must be maintained during employment in this class.
May be required to furnish an automobile for use on City business for which mileage reimbursement will be paid.
Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.

- The probationary period for this class is one year.
