This vacancy is located within the Community Group Homes at the Eastern Louisiana Mental Health System, Jackson, LA. ELMHS is the largest 24-hour, multi-site, state psychiatric complex, comprised or residential, outpatient and inpatient services.

*This posting may be used to fill vacancies in other divisions or units at Eastern Louisiana Mental Health System within 90 days of closing.

The position may be filled as either a Probational or Job Appointment (open to all qualified applicants); a promotion (open to all statewide classified. And Agency-Wide permanent status employees); by Detail to Special Duty; or as a part-time, temporary WAE. Current permanent status, classified employees may be required to accept a Probational appointed if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

SPECIAL ENTRANCE RATE (SER): $14.89/hour. ($1,190.80 bi-weekly)

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Two years of experience in providing care, guidance or training to individuals with developmental disabilities, physical disabilities or chemical dependency; or psychiatric patient care.

SUBSTITUTIONS:

College training with at least six semester hours per year in one or a combination of education, psychology, counseling, social work, sociology, child guidance or nursing will substitute for the required experience on the basis of thirty semester hours for one year of experience.

Training as Nursing Assistant or Medical Assistant at a recognized technical school will substitute on a month for month basis for a maximum of six months of the required experience.

NOTE:

Applicants may be required to satisfactorily complete a course of medication administration.

Completion of an in-service training program administered by the department may be required.

NOTE:

Any college hours or degree must be from an accredited college or university.

To perform lead-worker non-professional support work involving the direct care of individuals and the implementation and direction of active treatment plans by providing care, guidance and training.

Supervision Received:

General from a Residential Services Specialist 5 or a higher-level professional staff member.

Supervision Exercised:

Functional over Residential Services Specialists 1 and Residential Services Specialists 2.

Location of Work:

Department of Health and Hospitals, Office for Citizens with Developmental Disabilities, residential care facilities or community homes for individuals with developmental disabilities and/or physical disabilities; schools and hospitals.

Job Distinctions:

Differs from Residential Services Specialist 2 by the presence of serving as lead-worker and advanced journeyman level of duties.

Differs from Residential Services Specialist 4 by the presence of individual direct care responsibilities.

Differs from Residential Services Specialist 5 by the absence of direct-line supervisory responsibility over lower-level Residential Services Specialists.

Examples of Work

Trains lower-level Residential Services Specialists in providing active treatment and documentation procedures.

Maintains appropriate communication with supervisor and direct care staff to reinforce and enhance skills necessary for adaptation and productivity.

Resolves minor problems on the shift and maintains an appropriate environment for individuals.

Ensures individuals' records are maintained with current and precise documentation in accordance with all applicable regulations, standards and guidelines.

Orders supplies.

Serves as acting supervisor in the absence of the Residential Services Specialist 5.

Conducts environmental and safety inspections.

Trains and guides individuals in routine and elementary self-help skills such as good hygiene, good housekeeping, money management, and other activities providing personal and social growth.

Assists individuals with daily living activities such as bathing, dressing, and oral hygiene. Assistance may include lifting up to 50 lbs.

Participates in the development and implementation of the Active Treatment Plan and Nutritional, Behavior, and Physical Support Plans.

May prevent or stop disturbances through approved facility policies and procedures.

Trains individuals in maintaining living area standards by performing and modeling simple custodial tasks such as making beds, cleaning floors, and putting clothes away.

Accompanies and transports individuals to activities such as the dining hall, church services, recreation areas, doctor's offices, education field trips, work, and shopping.

Observes behavior and health of individuals and reports sudden or unusual changes to higher authority.

Reports accidents/incidents and suspected cases of abuse or neglect of individuals to higher authority.

May instruct individuals involved in work activities such as cutting grass, loading materials, or other simple custodial tasks.

Cleans living area and washes, dries, and folds residents clothing and linens.

Reports needed repairs and maintenance in living area.

Maintains records for review of higher authority on progress of training and development of individual.
