WHAT IS THE WAGE & INVESTMENTDIVISION (W&I)? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.


As a Future Leaders in Training for Excellence Program (FLITE) Candidate you will: Remain in your current position and post of duty.

Participate in a36 month training and development program that will include a developmental acting assignment and a variety of developmental activities.

Possibly be required to complete details or developmental assignments in a geographic location(s) outside of your current post of duty.

Give advice, counsel or instructions to employees on work and administrative matters. While on Acting Assignments you may: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.

Give advice, counsel, or instruction to employees on work and administrative matters.

Interview candidates for positions within the organization/unit, and recommend appointment, promotion, or reassignment to such positions.

Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.

Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.

Identify developmental and training needs of employees, providing or arranging for needed development and training.

What is theFuture Leaders in Training for Excellence Program (FLITE)? The Future Leaders in Training for Excellence Program FLITE offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the36 month training and development program, all candidates will participate in a pre-classroom orientation, complete ELMS and other online courses, complete Career Learning Plans, and attend leadership-training classes (online virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two-week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Frontline Manager position if more than 120 days for those selected under this FLITE announcement. While on an acting assignment, you may advise/counsel employees, complete performance appraisals, control workload flow, set goals, timeliness and completion schedules.

Area of consideration for this announcement is restricted to W&I CARE Stakeholder Partnerships, Education and Communication (SPEC) employees only. All SPEC employees who meet the qualifications will be considered. Current FLITE participants and employees previously in FLITE will not be considered for this program. These are collateral duties; participants will Remain in Current POD.

There are up to3 positionsin either IR-06or 07. Candidates will remain in their current position and post of duty during their participation in the program. During the36 month program, candidates whose performance and progress do not merit continuing in the program will be released from the program.

You must meet the following requirements by the closing date of this announcement.To be minimally eligible/qualified for the readiness program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level paybandin the normal line of progression for afrontline manager position.-The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.-To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position. To bequalified for a temporary development assignment (promotion) to a Frontline Manager position, whilein the readiness program, your experience should be sufficient to demonstrate: Knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight;

Knowledge and understanding of regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;

Knowledge of cost estimating procedures (sufficient to manage financial resources), project management, and if required, legal and regulatory interpretations specific to the position being filled;

Knowledge of communicative techniques to effectively and diplomatically interact with internal and external customers.

Experience sufficient to demonstrate proficiency in the technical competencies required of the developmental opportunity.

CONDITIONS OF EMPLOYMENT: New managers will serve a one year probationary period if selected. Failure to satisfactorily complete the supervisory probationary period will result in return to a non-supervisory position at or below the grade of the position in which probation is being served. We may select from this announcement or any other source to fill one or more vacancies.

This is a non-bargaining unit position.

Selectees will remain in their current position and POD.

Obtain and maintain a moderate risk clearance.

Tour of Duty is Monday - Friday 8:00 am to 4:30 pm

Eligible for health insurance.

Subject to a 1-year supervisory or managerial probationary period (unless already completed).

Have a current POD in SPEC.
