Defense Finance and Accounting Service ACCOUNTING TECHNICIAN in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. The duty station of these positions will be assigned at the time of a job offer, and pay will be set in accordance with the duty station. Any on-site requirements will be determined by the duty station assigned upon selection. Responsibilities Reviews accounting transactions ensuring the propriety and validity of data and supporting documentation and determining the appropriate account for processing and certification through the following systems which can include DEAMS, GAFS, and DAI. Reviews and processes certifications through manual payment drafted by team members using the Intragovernmental Payment and Collection System (IPAC), Defense Agency Initiative (DAI), DFAS Transaction Interface Module (DTIM), or G-Invoicing. Researches current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available. Compiles, analyzes, and summarizes data from automated accounting and financial systems, documents, and reports. Identifies trends, discrepancies, and patterns requiring accounting adjustments and corrective actions. Analyzes and prepares special reports on the causes of recurring adjustment actions; determines the cause of processing errors or problems and recommends corrective procedures. Selections made below the full performance level will be developmental in nature. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-06 level, or GS-06 if applying at the GS-07 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-06 Specialized Experience is defined as: applying knowledge of accounting systems, policies and procedures for the examination, verification and maintenance of accounts and accounting data; validating, monitoring and maintaining accounting transactions and accounting records; researching discrepancies and making adjustments. Time-in-Grade GS-06: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. GS-07 Specialized experience is defined as experience: applying the correct accounting treatment to a variety of transactions generated by a number of operating programs, activities and diversified accounts. Accounting documents contain extensive subdivision of allotments and a number of accounts are interrelated. Verify, balances, and reconciles a variety of transactions, listings, and interrelated reports involving multiple funds or a number of different control accounts. Detect errors; determine the nature of the error (considering the appropriation, allotment, and documents affected); and the type and amount of discrepancy and make appropriate corrections. Time-in-Grade GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service. Education GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. (See DoD Instruction 1400.25, Volume 300, here) This position requires you to obtain and maintain a Level 1 Certification under the DoD (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. This position requires you to obtain and maintain a Basic Certification under the (SCW) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within one (1) year of your entry on duty in the position unless you are already in a position that requires a Basic Certification in which case you must complete the certification within the original 1-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Information about the SCW Cert. Employment in this position requires a background investigation which may delay starting date.
