PRIMARY FUNCTION Under the supervisor of a senior manager, the Proposal Manager III is responsible for the successful management, coordination, preparation and submission of responses to Government Requests for Proposal (RFPs), other bidding opportunities and documents. Duties will consist of the full life cycle of proposal development including planning, scheduling and managing competitive proposals.

ESSENTIAL FUNCTIONS Develop proposal compliance matrices, outlines, and templates. Coordinate with the Director of Proposals, Graphics/Production personnel, and Capture Managers regarding proposal activities to schedule all proposal phases and milestones. Coordinate support and information from all of the contributors (i.e. technical writers, proposal coordinators, and graphic specialists) and track status of data calls Format and edit documents prior to proposal Color reviews. Ensure all proposal deadlines are met Develop and maintain past performance, technical, and management response information and materials for proposals to utilize as a reference tools to complete future proposals Coordinate other assigned projects independently and in a timely manner Assist writing Management, Past Performance and Technical volumes of proposals compliant to US Government and commercial statements of work and solicitations. Provide weekly/monthly/quarterly/annual status updates on specially assigned projects Review technical and marketing documents to ensure accuracy The Proposal Manager III may be required to perform other related duties to meet the ongoing needs of the organization

SUPERVISORY RESPONSIBILITIES: This position does not have supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks

KNOWLEDGE, SKILLS, and ABILITIES: Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc. Advanced computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred Ability to enter data accurately into databases. Ability to write routine reports and correspondence Interpersonal skills are necessary to work effectively and cooperatively with management, staff, and external contacts such as customers, vendors, suppliers, and shipping companies. Must represent the company in a professional manner at all times. Must be trustworthy - will handle confidential information routinely Ability to write technical documentation through reading a solicitation and interviewing technical subject matter experts. Strong professional customer service skills, including active listening, prompt service and follow-up. Ability to produce, edit and review proposals, white papers and request for information responses to Federal agencies. Ability to translate technical information into documents for technical and non-technical personnel. Strong decision analysis and problem solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management. Ability to learn and understand corporate policies and procedures and how they relate to goals. Ability to work on short-term assignments with tight deadlines while managing multiple tasks and projects (may require evening and weekend work). Ability to perform basic mathematical computations High degree of self-motivation and the ability to work independently Ability to multi-task

QUALIFICATIONS: Bachelors Degree in Business, English, Marketing or related field with minimum of 10 years experience as Proposal Manager Extensive experience managing structured proposal processes and procedures required Shipley Proposal Management, Association for Proposal Management Professionals (APMP), or equivalent training or certification required Proficiency in Microsoft Office Suite, Adobe Acrobat Professional, Microsoft SharePo nt required Must be able to obtain and maintain a Government Security Clearance
