Valero Supervisor TRACK Administration in HOUSTON, Texas
Description:
Ensures effective operation of the TRACK system. Supports and assists other departments and timekeepers using the TRACK system on a daily basis.
- Implements an effective contractor timekeeping system at the refinery.
- Oversees compliance with effective contractor timekeeping controls.
- Monitors 3rd-party timekeeping efforts for accuracy and timeliness.
- Works with Valero’s internal IS contacts to ensure the local software and hardware systems are functioning as intended.
- Ensures contractor timekeeping reports are sufficient to meet local and corporate management needs.
- Provides direct oversight and supervision of company employees and contract timekeepers.
- Manages contractor timekeeping efforts that track and validate for payment up to $500 million of contract expenditures per year.
- Oversees personnel staffing plans and training as related to contractor timekeeping.
- Makes recommendations as to whether or not contract timekeeping positions are company or contractor staffed.
- Works with local and corporate contract personnel to ensure that contract rates and terms within the local timekeeping system are consistently executed contracts.
- Provides feedback to contract personnel on potential efficiency improvements to contract terms and conditions.
- Works with Procurement to establish contract rates and work schedules.
- Interprets and resolves contract issues associated with rates, schedules, and exceptions.
- Assists with cost tracking.
- Monitors and maintains the TRACK system.
- Leads and trains all contract and other employees on the effective operation and use of the Track system to ensure timely and accurate contractor timekeeping at the refinery.
- Works with refinery planning and turnaround management to develop and execute staffing plan to support outages.
- Interfaces with refinery leadership team, turnaround management, and capital project management to provide effective timekeeping services for base business, turnarounds, and capital projects where necessary.
- Works with corporate accounts payable and vendors to enable timely and accurate invoice payment.
- Ensures schedules and pay formulas for each contract are accurate within timekeeping system.
- Generates contractor workforce schedules, including shifts and days onsite.
- Performs verification of invoices against the TRACK System and assists with resolving discrepancies in a timely manner.
- Generates and maintains contractor man-hour and reconciliation reports for contractor acceptance and invoice support.
- Generates workforce reports and exception reports for management.
- Trains and assists supplier timekeepers and other departments in performing their job functions on the TRACK System.
- Coordinates system upgrades and suggests improvements for TRACK system functionality.
Qualifications – External
- High school diploma or GED required.
- Minimum of eight (8) years of experience in accounts payable and/or refinery maintenance administration required.
- Experience using Microsoft Office database and spreadsheet applications (Access and Excel), SAP, and TRACK System required.
- Bachelor’s degree (or higher) in Accounting, Information Systems, or Procurement-related function preferred.
- Experience in contractor timekeeping preferred.
- Able and willing to work on-site, in-person at the Valero Houston Refinery, required
Position level and salary will be commensurate with qualifications and experience.
