DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Provides general supervision and coordination of real estate activities involving the acquisition of land and/or property rights for public and private projects. Develops and reviews offer packages, purchase agreements, and counteroffers; negotiates with landowners for parcel acquisitions; and prepares condemnation packages if needed. Drafts routine and non-routine documents and reports, maintains and updates database tracking system and files for assigned parcels and projects; coordinates with project engineers and other departments as necessary to determine and understand project needs. Drafts and processes correspondence and Requests for Council Action (RCA) for real estate transactions and other documents including purchase agreements and condemnations. Evaluates, reviews, and monitors real estate files on all active projects, including surveys, field notes, appraisals, legal documents, and other pertinent information. Analyze title curative issues. Must understand basic and complex real estate principles and terminology. May serve as team lead; serves as project manager coordinating land acquisition project activities and handles more complex acquisition assignments. Assists with relocation assistance services for property owners displaced because of parcel acquisitions for CIP and federally funded projects. Assists in property management duties to clear improvements from the right-of-way following parcel acquisitions. Successful candidates must be self-directed and possess superior customer service skills. Performs other duties as assigned.
WORKING CONDITIONS
The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.
This position is Hybrid-Telework eligible.
This is a Department of Houston Public Works Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in real estate activities, design or a closely related experience are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Valid Texas Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).
PREFERENCES
Preference will be given to applicants with the following:
Proficiency in the operation of personal computers and MS Word and MS Excel software.
Solid oral and written communication skills.
Strong interpersonal skills and the ability to establish and maintain excellent working relationships at diverse levels.
Prior public sector real estate acquisition experience preferred.
Knowledge of relocation assistance requirements in accordance with the Uniform Relocation Act, as amended and state law.
**Preference will also be given to candidates who possess a valid Texas Driver’s license and be in compliance with the City of Houston’s policy on driving (AP 2-2).
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
