McDermott Senior Project Engineer (Eng) in Houston, Texas
Job Overview:
The Senior Project Engineer (Tender/Bid Estimator) shall be responsible for interpreting internal or external business issues and recommends best practices. She/He will be tasked with solving complex estimating-related problems and will work independently with minimal guidance. The Senior Project Engineer (Tender/Bid Estimator) may be responsible for leading functional teams or projects and is regarded as a specialist in estimating. As such, they must have in-depth expertise in Estimating and broad knowledge of the Estimating discipline within the Project Controls function.
Key Tasks and Responsibilities:
Work with the Commercial Proposal team to prepare estimates and bids for clients.
Support the PMT team to generate the marine estimate for the preliminary stage to ensure Bid No Bid.
Participate in bid status meetings to stay aware of progress being made and potential deficiencies.
Give regular updates to the department manager/PMT /immediate supervisor and highlight any concerns about anything that might potentially jeopardize submitting a competitive proposal.
Analyze the cost components that are critical/crucial and seek quotes for those items from Subcontractor department.
Liaise with Project Team members plus all functional departments based on the specific functions allotted for a project, subcontractors and vendors, and Customer, including Procurement, Fabrication, Marine, Quality, HSES, Completions, and Welding Technology.
Develop the marine manning/staffing plan for the Project Execution.
Attend and participate in Bid review meetings, estimate evaluation meetings, Risk assessment meetings, etc., as necessary for the Project/Department/Tender.
Create an estimate with available benchmarks from other similar projects and from experience before receiving the inputs from functions and evaluate the estimates received from functions against the internal estimate. Utilize support from the benchmarking team (SMEs) by analyzing information on the costs and preparing the relevant benchmark report.
Chair marine department cost reviews and incorporate all the comments from SMEs and the various department leads and ensure that the submitted cost has captured the inputs.
Document substantive communications (communications that result in significant decisions or assignment of actions), and forward copies to Project and Department Manager.
Co-ordinate with the Project Estimator to ensure removal of duplicate costs.
Support and assist the Project Estimator and Project Manager along with Basis of Estimate and Benchmarks.
Ensure that the estimates produced are of the highest quality and technically compliant.
Understand the Technical Proposal requirements and direct attention to those areas that appear inconsistent or contain a high-risk element.
Ensure any Risk or Opportunity highlighted is duly captured for the Management review and approval.
Post Tender submission provide input for the Technical and commercial clarification.
Facilitate the development and monitor closeout of technical queries to obtain missing information, clarify work scope, and maintain preferred McDermott procedures, specifications, standards, practices, and operational requirement.
Participate in client meetings as necessary for any feedback / support required.
Support bid handover process ensuring proper transfer of pricing basis and critical assumptions to project team.
Accurately manage all the Previous Tender information and treat it with confidentiality
Assure that the estimate is:
Completed promptly
Cognizant of the Bid ‘Win Strategy’
Aligned with planned schedule
All the Risk and Opportunities highlighted
Includes detailed Basis of Estimate
Accurate, free of errors, omission, or hidden contingency
In line with the agreed execution plan
Evaluate and recommend ways to be more cost-effective or profitable.
Essential Qualifications and Education:
Degree in an Engineering discipline .
8-15 years of experience in oil and gas with a major contractor or consultant performing detail design of offshore facilities.
Cost estimation experience, preferably in the Oil & Gas industry at a Senior or Supervisory level
Good working knowledge of discipline design techniques, analysis methods, and general workflow.
Experience in the marine/offshore installation or project management for Pipeline/Structures/Flexible/Umbilical and offshore execution planning.
Willingness to work overtime as necessary to meet deadlines.
Intermediate/Advanced level in Microsoft Office systems, e.g., Excel, Word, PowerPoint.
Accurately evaluate detailed specifications that are crucial to a cost estimator’s success.
Must pay attention to minute details because such details may impact a product’s overall cost.
Must plan their work and work efficiently and accurately.
Must be able to draft detailed reports to determine the management decision on the Project Controls approach.
