WM Senior Manager, Contingent Workforce Program in Houston, Texas

I. Job Summary

The Senior Manager, Contingent Workforce Programs will be responsible for executing the growth and expansion strategy of WM’s Contingent Workforce program along with expanded responsibilities as the role matures. The Senior Manager is a pivotal role that serves primarily as the program manager for the company’s Contingent Workforce Program, while also supporting other emerging talent programs. This unique role works directly with two Centers of Expertise (COE’s) – Talent Acquisition and Human Resources and is responsible for creating collaborative approaches to ensure the timely and appropriate hiring solutions are provided in support of WM’s hiring initiatives in support of business driven staffing requirements.

II. Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

  • Partners with Business Partners, Human Resources team members, and our managed service partner

Guidant Global and third-party staffing suppliers to identify where the Contingent Workforce Program can

best support the staffing needs of the business as well as deliver a positive social impact in the communities

that we serve

  • Acts as a coach and trusted advisor to internal clients driving the talent agenda for the business through the

Contingent Workforce program in partnership with WM’s Talent Advisors.

  • Tracks, measures, and analyzes program success and communicates in alignment with the larger talent

agenda

  • Leverages data and analytics to inform and adjust strategy and implementation

  • Identifies gaps within the program framework, making suggestions regarding policy and procedure, as

needed, due to changes in the business and/or changes to laws, guidelines, policies, and procedures.

  • Manages day-to-day tasks to ensure program goals are on track, while building solid relationships across

the business and within communities

  • Manages Contingent Workforce Program (CWP) and works closely with the CWP program manager to align

the program with the overall Talent Acquisition and Management strategies

  • Works in close collaboration with Human Resources Centers of Expertise to showcase WM’s Employee Value Proposition and

encourage participation in relevant programs

  • Develops creative multimedia content and compelling storytelling packages that reinforce WM’s brand and

culture through Talent Contingent Workforce Programs.

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Bachelor’s Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and 4

years of relevant work experience.

Experience: Seven (7) years of experience in program management, public relations, change management or

relevant experience (in addition to education requirement)

B. Certifications, Licenses, Registrations or Other Requirements

D. Other Knowledge, Skills or Abilities Required

  • Previous experience and in-depth knowledge of using VMS technology i.e., VNDLY (preferred), Beeline, Fieldglass, etc.

  • Prior knowledge in creating strategic talent solutions that leverage multiple talent pipelines (contract to hire,

  • FTE, temp, gig, etc.) in order to achieve organizational goals.

  • Possess & leverage business acumen to drive shareholder value

  • Innovative mindset identifying new ways to solve work problems resulting in unique/differentiated solutions

  • Ability to gain acceptance of ideas and commitment to action that support specific work outcomes through

professional influence

  • Utilizes workforce data to identify People insights to make proactive solutions

  • May be required to travel 10% - 40% depending on project needs

  • This role is considered a ‘hybrid’ role which means work can be performed in an office setting and remotely.

  • A hybrid schedule would be managed between the incumbent and the supervisor but generally requires 3 days per week in the office.
