KBR is looking for several Senior LNG Pre-Commissioning & Commissioning, Start-Up - Operation Managers to oversee all activities during Commissioning, Start-up, Operations and Maintenance of the complex up to Transfer to the Client. This role will manage and control PC&CSO activities to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention. The PC&CSO Manager will commence activities in the engineering office and transitions the Project Site for the management of PC&CSO activities of the Complex as required. Comply with the Safety Mandate, “ZERO HARM” to ensure safe and efficient operation of the facility for all personnel as well as the equipment. Ensure that personnel and safety issues are given priority to maintain a safe and efficient working environment. Implement and enforce process safety management policy and procedures in respect of the facility; process safety information, hazard analysis, safe operations/Maintenance Training, subcontractor compliance, plant integrity, work permits, emergency planning and response.

The Senior LNG PC&CSO Operation Manager will report to PC&CSO Project Director.

These positions will be at onsite locations (primarily on the Gulf Coast) to be determined based on project assigned*

Responsibilities

  • Generation of PC&CSO Procedures, Operations and Maintenance Procedures & oversee the development and implementation of the plant operation and maintenance procedures

  • Closely monitor process performances and economics, initiating changes where necessary

  • Manage and control medium term and day-to-day operations consultation with the PC&CSO Superintendents and Supervisors

  • Develop and optimize the overall PC&CSO Schedule, ensuring a smooth transition from Construction Completion (CC) to Handover to the Client at Substantial Completion (SC)

  • Determine the work prioritization and ensure that operability and maintainability aspects of the Complex are addressed

  • Act as the initial contact for Technical Interface Managers for PC&CSO queries and resolutions and performance tests

  • Ensure:

  • overall manpower requirements for the complex are met to satisfy production milestone objectives

  • qualified personnel participate in P&ID Reviews, HAZOP and Model Reviews identifying Operability, Maintainability and Start-up issues and concerns

  • the implementation of the Completions Database Software, Philosophy and Team are in place to facilitate Project Tracking and Timely Completion

  • PC&CSO Spares are available and adequate, acquired, received, and inventoried ready for use

  • systems and subsystems necessary to facilitate and expedite timely PC&CSO Activities are clearly identified, tracked, and optimized.

  • shift changeover meetings are held at start/end of every shift between incoming/outgoing operation personnel to ensure production continuity and safety

  • Attend regularly scheduled Construction Status Meetings to ensure all pertinent information is exchanged between Construction and Commissioning

  • Have the signatory authority/responsibility for any PC&CSO work permits issued at site on behalf of the CONTRACTOR for the PC&CSO Zones (Areas)

  • Establish and maintain effective operating shifts to ensure smooth running and efficient plant operation

  • Liaises with the Commissioning and Operations Managers during the Engineering, Pre-Commissioning and Commissioning Phases & with the Client Operations Manager during the Start-up Phase

  • Maintain close relationships with operation department and achieves high level of team communication through routine meetings

Required Education, Experience, & Skills:

  • Bachelor’s degree in engineering or related field

  • 15 + years of directly related experience, with an average experience of 20 + years

  • In lieu of formal education 23 + years of directly related experience

  • Motivated self-starter with complex problem-solving ability

  • Proficiency in MS Office Applications e.g., Word, Excel, Access, Power Point

  • Perform all other duties as assigned
