DESCRIPTION OF DUTIES/ESSENTIAL FUNCTION.
Houston Health Department (HHD) seeks a Public Health Investigator Supervisor for the Public Health Bureau (PHB) to oversee and coordinate outbreak response activities of re-emerging and emerging infectious diseases of public health significance as prioritized by the HHD. This position requires supervising, monitoring and reviewing investigative procedures and strategies and timely reporting of disease intervention activities. Audits and ensures compliance with established protocols and quality assurance. Includes collaboration with local public/private stakeholders. Job duties and responsibility of this position include the following:
Job duties and responsibilities of this position include, but are not limited to, the following:
1.) Directs and coordinates the work of Public Health Investigator subordinates to set work priorities and evaluate outcomes in line with programmatic goals and grant objectives from the grantor.
2.) Evaluates statistical and administrative reports to determine problem areas and provide program direction to program staff for a resolution.
3.) Provides recommendations to Public Health Investigator Manager to ensure maximum utilization of program resources and problem areas of concern with recommended solutions if any. Also, make programmatic successes transparent for all aspects of the service linkage program to the HIV/STI Bureau.
4.) Monitors field investigative procedures of the service linkage staff by field audits and assures compliance with established HHD and grantors quality assurance guidelines.
5.) Review best practices and recommend a model for jurisdictional program to assist newly diagnosed HIV positive clients to navigate system of HIV medical care.
6.) Communicate with cross sectional programs on grant activities if applicable, elicit key stakeholders to provide input and evaluate data collection activities to help meet program objectives.
7.) Supervisor, evaluate, and provide appropriate orientation for newly employed service linkage staff.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
PHYSICAL SKILL: Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinating eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Social Sciences, Physical Sciences, Public Health or a closely related field.
EXPERIENCE REQUIREMENTS
Four (4) years of experience in the public health field are required.
Pertinent professional experience in the public health field may be substituted for the above educational requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
