DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston's Department of Housing and Community Development (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD seeks to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout. Since Hurricane Harvey, HCDD is managing more than one billion dollars that are dedicated to helping low and moderate-income families recover.

To achieve this vision, HCDD is seeking a Procurement Specialist to join its Procurement Services team. In this position, you will be responsible for providing professional procurement functions in support of the Division

Key Responsibilities

  • Confer with department administrators, relationship managers and other personnel to develop detailed technical specifications, scope of work and bid documents.

  • Conduct informal procurements and invitations to bid for equipment, services and construction projects.

  • Research vendors and evaluate their ability to provide the availability of quality materials and equipment services.

  • Schedule pre-bid meetings with approved contractors and applicants.

  • Review bids, contracts and proposals for content and conformance to specifications. Create a bid tabulation to compare price quotes. Select contractor in accordance with Federal and City procurement regulations.

  • Create purchase requisitions and purchase orders. Adjust/edit outline agreements.

  • Ensure procurement files are accurate and compliant with Federal, City and departmental policies and procedures.

  • Research and keep abreast of industry standards, procurement rules and regulations.

  • Conduct investigations and research to resolve inquiries, complaints and unpaid invoices.

  • Other duties as assigned by Division Manager

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. There are occasional minor discomforts from exposure to less-than optimal temperature and air conditions.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Materials Management, Engineering, Purchasing, or a field closely related to the work being performed .

MINIMUM EXPERIENCE REQUIREMENTS

Five years of progressively responsible professional experience in purchasing technical materials, equipment and/or services or performing cost benefit and/or specification analyses are required.

Professional purchasing experience may substitute for the above education requirement on a year-for-year basis.

MINIMUM LICENSE REQUIREMENTS

None.

PREFERENCES

  • Advanced level of proficiency in SAP modules related to materials management, procurement/purchasing

  • High level of organizational, time management and prioritizing skills

  • Process improvement skills

  • Innovative problem-solving skills.

  • Experience with federal grants, such as CDBG, HOPWA and ESG.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
