By working closely with the US government and coordinating grassroots advocacy efforts, our Corporate and Government Affairs team represents United on public policy and legislative issues. And our Environmental Affairs team is equally working hard to shape an environmentally sustainable future. Together these teams advocate for a cleaner, safer, and more optimistic future for our airline, our employees, and the millions of customers we serve all around the globe.

Key Responsibilities:

The Managing Director leads and represents the company in governmental affairs matters at the state and local level for the City of Houston, the State of Texas, and the South region of the United States (FL, GA, AL, MS, LA, AR, TN, OK, MO). This management position assumes a leadership role in this large territory with key external audiences (political, civic, and business) to advance United's corporate and legislative interests by promoting and maintaining vigorous participation in aviation policy and by building constructive and effective relationships with government, business, and opinion leaders.

  • Coordinating with and assisting the VP of State and Local Government Affairs

  • Driving and supporting success on major legislation and policy initiatives that support UA’s business agenda, including taxes, airport development, environmental, labor, security, passenger, and consumer issues

  • Monitoring hearings; monitoring the introduction and legislative process of pertinent bills

  • Helping to draft legislative or report language when necessary; negotiating legislative language with partners; assisting in the development and implementation of legislative strategies and campaigns to advance United’s business and corporate interests

  • Developing and maintaining relationships with lawmakers, key staff, airport leadership, and other partners

  • Effective leadership and issue management including coordinating with other key internal departments (Communications, Legal, Corporate Real Estate, Airport Operations etc.) to help achieve company’s business goals, developing and implementing executive leadership visits with key partners

  • Leading a team of well-respected, highly accomplished outside key consultants/lobbyists

  • Development and promotion of internal and external strategies, policies and resources in hub markets that advance a positive image of UA as a responsible corporate citizen. Manage relationships with key business and civic organizations in the market

  • Support employee involvement in programs/plans that advance volunteerism/grassroots philosophy and business objectives and United’s Political Action Committee

Qualifications

What’s needed to succeed (Minimum Qualifications):

  • Bachelor's degree or equivalent work experience required

  • Substantive expertise with more than 15 years in legislative, regulatory, and political process at the state and local level of government or related field

  • Knowledge of legislative, regulatory, and political process at the state and local level of government

  • Must be goal oriented confident self-starter who can work independently or in a team

  • Exceptional writing and presentation skills

  • Clearly articulate goals and objectives and proven capability to influence and collaborate

  • Demonstrates professionalism and inspires change in a highly complex environment

  • Ability to understand industry; share ideas and develop effective responses or elevate to higher management if appropriate

  • Demonstrated leadership skills, including the capacity to recruit and inspire

  • Must be legally authorized to work in the United States for any employer without sponsorship

  • Successful completion of interview required to meet job qualification

  • Reliable, punctual attendance is an essential function of the position

  • This role is based in Houston and follows a hybrid scheduling model with a combination of 3 days per week in-office and remote work

What will help you propel from the pack ( Preferred Qualifications):

  • Advanced degree or equivalent experience (JD, MBA, MPA)

  • Houston legislative/political experience

  • Knowledge of aviation/airline industry
