DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Department Overview Houston Public Works (HPW) is the largest and most diverse public works organization in the nation. With over 4,000 dedicated public servants, we build and maintain the foundation for Houston's growth and success.

Within HPW, the Houston Permitting Center (HPC) administers and enforces over 400 permit types for the City of Houston, reviews over 65,000 commercial and residential plans annually, and manages over $80 million in revenue and expenditures related to permitting and regulatory operations.

As an HPC Contract Administrator, you will play a key role in managing and overseeing existing service contracts while ensuring compliance with regulations. responsible for acquiring goods and services needed by the organization while ensuring cost efficiency, quality, and timely delivery. This position requires strong communication and organizational skills for pre-contract planning functions, preparation of related bid documents and collaborate with internal and external stakeholders. You will also be responsible for inventory management, procurement planning, and maintaining HPC contractor compliance while fostering a respectful and collaborative work environment.

This role requires a proactive approach to managing multiple service contracts and other purchasing projects simultaneously, with a focus on integrity, ownership, and teamwork.

  • Maintain accurate records of purchases, contracts, and transactions, ensuring transparency and audit readiness.

Teamwork:

  • Work closely with finance, operations, and other departments to align procurement activities with business objectives.

  • Provide excellent customer service to internal and external stakeholders

The position is physically comfortable; the individual has discretion about walking, standing, etc.

This is a Department of Houston Public Works Management position at the Tier 3 Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS:

Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.

EXPERIENCE REQUIREMENTS:

Two years of contract compliance experience are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

Key Qualifications

  • Demonstrated experience with federal, state, or local government contracts

  • Excellent communication and negotiation skills.

  • Ability to manage multiple purchasing projects simultaneously.

  • Proficiency in Microsoft Office Suite.

  • Familiar with Oracle – SAP Financial Module for Purchasing

  • Knowledge of cost/price analysis, bid preparation, and contract modification processes.

Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
