Phillips 66 Commercial Trading Compliance, Senior Analyst (Crude and Refined Products) in Houston, Texas

Based in Houston, Texas, the C ommercial Trading Compliance (‘CTC’), Senior Analyst (Crude and Refined Products) role, will primarily be responsible for supporting Phillips 66’s Commercial Crude and Refined physical and commodity derivative trading activities, including providing timely and accurate compliance and regulatory advice; ensuring compliance with internal policies and external regulatory requirements; and conducting trade surveillance and monitoring activities. The CTC Senior Analyst (Crude and Refined Products) role will interact with many stakeholders across Phillips 66, including CTC’s global team; North American commercial Crude and Refined Products Trading personnel; Legal; Risk Management; Internal Audit; and Controllers. It will also require engagement with external stakeholders such as the Nymex and ICE exchange; clearing brokers; and where appropriate US domestic Crude & Refined products regulators.

Responsibilities May Include:

  • Crude & Refined Products Markets Compliance Support - Support P66 Commercial traders in trading US, Canadian, and International Crude and Refined products markets, including understanding relevant market rules; applicable regulations; and compliance requirements for new market authorizations.

  • Crude & Refined Products Commodity Derivative Trading - Tracking relevant rules and regulations related to Crude & Refined Products commodity derivative trading activity on exchange and over-the-counter. Ensure P66 traders are aware of their compliance obligations and responsibilities to the exchanges and applicable regulators.

  • Compliance Advisory - Monitor changes to regulatory requirements and exchange rules and communicate impact to relevant internal stakeholders, including Trade Managers, Traders, and back-office functions. Provide timely, accurate advice and guidance on compliance and regulatory issues.

  • Strategic and Proactive Business Partner - Maintain awareness of Commercial’s Crude and Refined Products trading strategies and new initiatives, so CTC can provide timely and appropriate compliance and regulatory support. Ensure regular engagement with key stakeholders, so that CTC is also seen as a valued and integral business partner.

  • Compliance Policies - Communicate new or revised compliance documentation and policies to internal stakeholders.

  • External Regulatory Awareness - Maintain compliance and regulatory knowledge of CFTC and all applicable physical and financial commodity regulations.

  • Monitoring - Monitor compliance activities at regulatory agencies and inform managers and business units of new and changing regulatory environment.

  • Compliance Awareness and Learning - Assist the Global CTC Team in increasing P66’s trading personnel’s awareness of relevant rules and regulations, by creating and implementing tailored and engaging online and face-to-face learning modules.

  • Compliance Investigations - Support the GEC Ethics Department and Chief Compliance Officer in conducting internal investigations of P66 trader behavior as required, summarizing key issues as appropriate.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Bachelor's degree

  • 5 or more years or more experience supporting a Commercial Trading function, with exposure to front and mid¬office trading activities

  • Knowledge of physical and financial Crude and Refined Products, Commercial competence of traded products, markets, and strategies, both physical and paper-based trading. Knowledge of relevant CFTC rules, regulations and reporting obligations

  • Engaged self-starter who can work independently demonstrating personal drive and taking initiative yet can also collaborate and work effectively in a global team

Preferred Qualifications

  • Strong knowledge of the U.S. commodities regulatory environment and applicable laws including Dodd-Frank, the Commodity Exchange Act, and knowledge of Designated Contract Market rules

  • Familiarity with Energy Trading and Risk Management (‘ETRM’) systems such as Allegro, Right Angle, Aligne, and SAP4

  • Working knowledge of PowerBI for creating metrics and management reports
