Senior Assistant Director - Building Official

Overview Houston Permitting Centers Building Code Enforcement Branch administers and enforces over 400 permit types for the City of Houston and its jurisdictions, annually reviews over 65,000 commercial and residential plans, and performs over 800,000 inspections annually related to permitting and regulatory operations. All 400+ members of the Building Code Enforcement Branch are service providers committed to safe and sustainable development through the permitting and regulation of public and private construction.

We are seeking a highly skilled and experienced Building Official to join our team. The Building Official will be responsible for overseeing and enforcing building codes, regulations, and standards to ensure the safety, integrity, and compliance of all construction projects within our jurisdiction.

Essential Duties and Responsibilities Under the direction of the Deputy Director of the Houston Permitting Center, the Building Official is responsible for overseeing and enforcing building codes, regulations, and standards to ensure the safety, integrity, and compliance of all construction projects within the jurisdiction. The position will provide daily oversight and guidance to the Building Code Enforcement Branch related to plan review, on-site inspections, permit issuance, and addressing code violations.

The Building Official will also oversee the evaluation and development of new Construction Codes with input from local groups, interpret national codes and local amendments in execution of permitting and construction, and oversee investigations of unpermitted work and occupancy issues. As the Building Official, you'll play a pivotal role in providing oversight and direction to multiple teams, guiding them in the development and execution of key goals, objectives, and results. You'll lead efforts to foster collaboration both within our service line and across departments, ensuring seamless cooperation and coordination. Additionally, you'll spearhead the development of innovative programs and initiatives aimed at enhancing service levels and maintaining the highest standards of operational integrity.

WORKING CONDITIONS

This position is physically comfortable; the individual has some discretion about standing, walking, etc.

This is a Department of Public Works and Engineering Emerg ncy Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATIONAL Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university and a professional certification/licensing is required.

EXPERIENCE More than ten years of experience is required.

Preference will be given to candidates who possess:

  • Familiarity with local government policies and procedures
  • Experience building relationships within the community and workforce
  • Experience working with a diverse workforce
  • Experience in executive leadership of a large municipality
  • Experience as a Building Official or Assistant Building Official

*Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.*

GENERAL INFORMATION

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
