We are excited to announce CCPRS won the next 5 - year contract for Public Assistance Technical Assistance Contract V (PA TAC V Programs) in the West zones (e.g., Alaska, Washington, Oregon, Idaho, Nevada, California, Arizona, Northern Mariana Islands, American Samoa, Guam, Hawaii, Nebraska, Iowa, Kansas, and Missouri). Through CCPRS, SOL Engineering Services, LLC is looking for you to provide technical support assistant for FEMA disaster related operations throughout the U.S. FEMA uses the PA TAC nationally to obtain the following labor categories: Environment/General Planners, Engineers (all disciplines), Construction Managers/Inspectors/Estimators, Project Managers, Financial Analysts, as well as other related professional services to assist state, local, municipalities and public entities in developing grant applications for Federal Public Assistance Funding for the repair of their infrastructure and facilities damage by natural disasters.
SOL Engineering Services, LLC is seeking an experienced Senior Hydrologist with a strong background in FEMA Public Assistance (PA) projects to join our team. This position involves managing and overseeing hydrologic and hydraulic analyses, floodplain mapping, and risk assessments for disaster response and recovery projects. The Senior Hydrologist will work closely with cross-functional teams, FEMA representatives, and local agencies to ensure compliance with FEMA regulations and the successful delivery of project objectives. IMPORTANT NOTE: Public Assistance (PA) Experience is in high demand for deployment considerations and is required by FEMA. Experience must be 1 or more years of deployment regional, state or local level.
Key Responsibilities:
Conduct hydrologic and hydraulic analyses, including floodplain mapping, risk assessments, and disaster response modeling.
Manage FEMA PA projects, ensuring compliance with FEMA requirements, policies, and standards.
Develop and review technical documentation, including hydrologic studies, flood models, and technical reports.
Collaborate with FEMA representatives, local governments, and other stakeholders to ensure effective project communication and coordination.
Oversee the development of flood risk management strategies, mitigation plans, and water resource projects.
Provide technical guidance to junior engineers and hydrologists, ensuring accuracy and consistency in project deliverables.
Participate in field assessments to evaluate water-related damages and provide technical expertise in the assessment and recovery process.
Assist in the preparation of grant applications, reports, and proposals for FEMA and other federal disaster funding sources.
Maintain current knowledge of FEMA PA guidelines, policies, and procedures, including hazard mitigation and floodplain management best practices.
Education Requirements and Qualifications:
Bachelor’s degree in a related field.
Licensed Professional Engineer (PE) with 10+ years of relevant experience in hydrology, hydraulics, or water resources engineering, or a Bachelor’s degree with 15+ years of experience in the related field.
Proven experience with FEMA Public Assistance projects, including FEMA documentation, project formulation, and grants management.
Strong knowledge of hydrologic and hydraulic modeling software such as HEC-RAS, HEC-HMS, SWMM, and GIS applications.
Demonstrated expertise in floodplain management, water resources planning, and disaster mitigation.
Excellent project management and leadership skills, with a proven track record of managing large, multi-disciplinary projects.
Strong written and verbal communication skills for effective interaction with clients, stakeholders, and regulatory agencies.
Ability to work independently and collaboratively in a team environment.
Preferred Qualifications:
Certification in floodplain management or as a Certified Floodplain Manager (CFM).
Experience with environmental impact assessments and knowledge of federal and state environmental regulations.
Familiarity with FEMA PA grant management software and processes.
