The P EG OPERATIONS APPLICATION SRVS Department of the P SOFTWARE APPLICATION SVCS Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Manager Supervisor)

JOB FUNCTION:

Directs the IT Operations Application Services department in the development, implementation, integration and support of the company’s Electrical Operations and Online Communication Technical Applications (including Geospatial Information Systems (GIS), , Web and Enterprise Content Management systems (Heco.com/Infohana), SharePoint, Demand Response Management Systems (DRMS), Meter Data Management Systems (MDMS), Command Center (CC), Service Now, .Net custom build and other related technical systems) to meet the company’s business objectives. Responsible for technical application portfolio management including application lifecycle management and planning, in conjunction with IT program stakeholders and governing bodies. Responsible for implementing and maintaining appropriate development standards & methodologies and ensuring performance measurement plans are in place. Facilitates the IT Governance process for the related technical application programs.

ESSENTIAL FUNCTIONS:

  • Directs overall IT technical application portfolio activities to develop and maintain IT systems and applications that meet company/customer needs. Directs preparation and administration of IT technical application development and maintenance forecasts/budgets and cost-containment plans. These responsibilities require:

  • active communications with IT business solutions consulting and IT program stakeholders regarding short and long-term demand side requirements;

  • collaboration on new project formation requirements with the IT Project Management Office about supply side delivery, including evaluation of external consulting and contracting requirements;

  • collaboration with the Principal IT Architect and other ITS sections to develop long-range strategies that ensure the Company/Departments’ goals/objectives and tactical needs are met.

  • Oversees development work/project teams by setting overall direction and structures; establishing, communicating, and monitoring effectiveness of guidelines and standards; and collaborating/coordinating with the ITS Project Management Office Director and project managers.

  • Develops, manages, and coordinates processes to maintain technical application support systems, including:

  • research and selection of appropriate development and maintenance standards, tools and methodologies; education and training for technical application support staff and project managers;

  • technical systems & application life-cycle management reviews, including acquire vs. build analysis and sourcing evaluation;

  • ongoing review of development, implementation, and support processes to optimize resources (minimize maintenance costs and ensure priority to highest value development); evaluation of quick-delivery techniques and methods.

  • Oversees technical application support performance management and implements necessary programs and tools to introduce and manage development metrics and continuous improvement processes.

  • Administers personnel matters including performance development & evaluation, employee achievement recognition, hiring and disciplinary actions. Ensures safety and training of personnel.

  • Serves as a consultant/advisor to the ITS manager, the other ITS section directors and IT Program stakeholders regarding technical application support services and methodologies.

  • Forecasts, monitors and controls expenses associated with the Technical Application Support section, external alliances and acquired services.

  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    BASIC QUALIFICATIONS:

    Knowledge Requirements

  • Thorough knowledge of information technology systems and services, including multi-tiered, and internet/web technology and applications.

  • Working knowledge of Geospatial Information Systems.

  • Working knowledge of UNIX and Windows operating system concepts and operation and mainframe hardware, including peripheral and data communication equipment.

  • Working knowledge of business principles and practices including preparation of business case analyses, preparation of requests for proposal, contract negotiation, and contract administration.

  • Working knowledge of personal computers and related software applications such as spreadsheets, word processing, presentations, etc.

  • Working knowledge of corporate planning, budgeting, and forecasting systems and procedures.

  • Working knowledge of utility business, business and/or engineering principles & practices

  • A Bachelor’s or Master’s degree in engineering, information science, business or an equivalent is highly desirable.

    Skills Requirements

  • Basic proficiency in one or more development languages (e.g., C/C++/C-sharp, Java, , ABAP), project/program life-cycle management skills (e.g., SDLC, Prototyping, Project Management), and database development (e.g., RDBMS).

  • Demonstrated leadership skills including effective written, oral, listening, presentation and interpersonal skills in order to work effectively with all levels of the company and with outside contractors, consultants, governmental agencies, community groups, customers, and business allies.

  • Strong analytical, organizational and conceptual skills to simultaneously manage a variety of projects, programs and assignments.

  • Ability to remain flexible in a demanding and sometimes ambiguous work environment, and to adapt to rapidly changing priorities.

  • Demonstrated presentation and platform skills to conduct and facilitate briefings and high-level meetings.

  • Ability to lead team-building and develop work group.

  • Demonstrated interpersonal skills to handle confrontational, difficult and sensitive issues. Ability to handle such issues with professionalism while using tact, courtesy and discretion.

  • Demonstrated in-depth analytical and administrative skills required for such tasks as preparing, monitoring and analyzing forecasts; preparing performance appraisals and conducting interviews; and carrying out Company/Department policies and procedures.

  • Serve as a role model of customer service skills and develop skills in direct reports.

    Experience Requirements

  • Multiple (5-7) years experience in a multi-functional service organization, involving IT planning, program management, and oversight of small to large scale systems/applications development.

  • Several (3-5) years managerial/supervisory experience is highly desirable.

  • Electric utility experience is desirable.

    Hiring Range: The hiring range for the Manager, Operations Application Services [Req ID 9142] position is $135,900.00 to $176,700.00. The person selected will be placed according to his/her skills and qualifications.
