If selected for this position, you will serve as a Contracting Specialist in the United States Attorney's Office, District of Hawaii. Typical work assignments will include:
- Reviewing requisitions and determining appropriate procurement methods;
- Preparing Statements of Work (SOW) and Statements of Objectives (SOO);
- Performing cost analysis and other evaluation actions;
- Drafting final contract documents to include specifications and other detailed information, budget reports, etc.;
- Advising management officials and fielding complex inquiries; and
- Providing a variety of administrative support services. Responsibilities will increase and assignments will become more complex as your training and experience progress.
Occasional travel - You may be expected to travel for this position.

BASIC REQUIREMENT: * A 4 year course study leading to a bachelor's degree with a major in any field; OR * At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational management; OR * Occupy or have occupied a GS-1102, Contracting Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5, GS-7, GS-9, GS-11 or GS-12. ** You must submit your transcripts (unofficial or official) to be considered for this position. Failure to submit your transcripts may result in disqualification for this position.
Grade Level Qualifications: In addition to meeting the Basic Requirement, applicants must meet the following grade specific qualification requirement:**
GS-09: Applicants for the GS-09 Contracting Specialist may qualify with experience, education, OR a combination of education and experience:
Specialized Experience: One (1) year of specialized experience equivalent to the GS-07 level in Federal service.Specialized experience is defined as reviewing requisitions and determining appropriate method of procurement; purchasing supplies/services/construction as a purchasing agent, preparing contract solicitation and award documentation; preparing contract documents that included specifications, packing and shipping requirements, inspection instruction and contract clauses.
Education: Two (2) full years of graduate level education; or masters or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. Only graduate hours that exceeds the first year of graduate level education may be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100% (transcripts are required).
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
