Air Education and Training Command Recreation Specialist (Community Center Manager) in Holloman AFB, New Mexico

Summary About the position: This position will be assigned to the Community Activity Center on Holloman AFB, New Mexico. This is a Regular Full Time (RFT) position with benefits (medical, dental, life insurance, retirement, 401(k), and annual/sick leave). Incumbent may be required to work occasional weekends. Responsibilities The primary purpose of this position is to plan, organize, direct, and supervise the operation of the Community Activity Center on Holloman AFB. The primary duties of this position include but are not limited to: Initiates Personnel actions to include: disciplinary actions as appropriate. Supervises a staff of Nonappropriated fund, military personnel (in training) and numerous volunteers. Recruits and selects personnel to fill position vacancies. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Assigns work to be accomplished by the military personnel, via the NCOIC, in keeping with their training requirements. Plans, develops, markets, and executes diversified, innovative, needs-based social, cultural, installation-wide special events and community partnership programs to support authorized users of Force Support Squadron facilities and programs. Develops programs and events based on customer input/feedback and available resources both on the installation and in the surrounding community. Develops a projected calendar of events to include implementation of such Air Force "trademark" activities as Build- A-Boat Race, special emphasis programs such as Heritage Month activities, instructional classes, and other on-going programs. Maintains close working relations with base organizations such as Security Forces, Civil Engineers, Ops, Safety, etc., in relation to supporting the base-wide events. Writes policies and procedures for operation of the programs and facility usage. Develops a marketing plan to promote activities and services on and off base. Develops and implements a strategic plan for accomplishing the Community Activity Center mission. Prepares appropriated and Nonappropriated fund budgets. Determines requirements for facility maintenance, repair, and expansion and submits paperwork to accomplish desired work and tracks the progress to completion of work. Evaluates quality of work accomplishment in relation to meeting program requirements. Schedules facilities (i.e. conference rooms, ball rooms, and activity rooms) for use by base organizations, MEI teams, and visiting dignitaries. Ascertains purpose of requests, determines whether purpose is within AF policy, obtains Support Group commander approval when required and advises requestor accordingly. Approves and confirms reservations in writing to effected agency. Evaluates all activities with personnel and forwards after action reports to leadership, Flight Chief for review. Qualifying Experience: Knowledge of business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation; morale, welfare, and recreation business operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage. Skill in written and oral communication techniques to explain, justify, and present ideas and findings on a variety of issues. Ability to make decisions and work effectively under the pressure of timelines and rigid deadlines. Knowledge of accounting and budgeting procedures to prepare, monitor variances, and revise budgets. Must possess skill in dealing with customers and the public. Experience using Microsoft Office software such as Word, Excel, and PowerPoint. Knowledge of wide range of DOD Appropriated and Nonappropriated fund financial management principles involved in receipt and protection of various monies, purchasing marketing and long-range forecasting as directly related to the Air Force Community Activities Center. OR Bachelor's degree OR Specialized 1-year equivalent to at least GS-07/NF-III If you are using Education to qualify, please ensure you upload a copy of your Bachelor's Degree or Transcripts showing the completion of a Bachelor's degree If you are using Prior/Current Federal Service, please ensure you upload your SF50/AF 2545 showing a minimum of 1 year at the GS-07/NF-03 level. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
