Job Description:
The selected candidate will be responsible for performing security duties for the Herndon, Virginia site. This includes crisis management, personnel security (for security clearances and Public Trust suitability determinations), security training, program support, physical security, contract guard oversight, document control, Insider Threat prevention, badging, and access control. It also includes the potential to implement requisite national security directives with specific emphasis on NISPOM, Intelligence Community Directives (ICDs), and JAFAN requirements.
The position requires a high level of dedication, independent decision making, teamwork, and flexibility. The position also requires professional interaction with internal and external customers in the performance of security duties. The incumbent is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris' intellectual property.
Essential Functions:
Badging/Access Control: Create and vet new hire and contractor picture badges, maintain contractor expiring badges List, remove , create and edit badge access groups, create, process and ship program badges, process badge deactivations, program badges from other L3H locations, conduct audits and run reports as needed.
Personnel Security: Maintain employee records in the company database of record; assist in completing customer access requests for Public Trust (PT) suitability determinations and national security clearances; initiate and review background investigation paperwork, conduct in-processing of new and current employees, to include: submitting Visit Access Requests (VARs), initial security briefings, System Access Requests (SARs), indoctrinations, etc., complete fingerprinting to include SWTF uploading and status tracking and mailing fingerprint cards for PT determinations; maintain the fingerprinting equipment; administer and track requisite annual training, obtain and maintain company’s Facility Clearance (FCL) – ensure all NISS documents are up to date, ensure the SF 328 and DD 441-1 are updated as needed, etc.
Visitor Control: Maintain the site visitor management system to include visit approvals, maintaining/updating system roles as needed, providing work force training, ensuring Restricted Party Screenings are conducted on all visitors; ensure contract guards are prepared and assist with checking in of large groups of visitors; Foreign national visitors processing.
Contract Guard Services: Ensure contract security guards are trained and able to handle the required tasks; onboard new guards; approve invoices and attend meetings with guard services management as directed.
Insider Threat/Counterintelligence (InTh/CI): Participate in the business unit InTh Program Panel as directed; ensure any new active threat related tasks for the site are added to the tracker, assigned and follow up on until task is complete. Be prepared to stand up a site-specific Insider Threat program, if required.
Physical Security: Ensure access control and other security systems are properly maintained and functioning; coordinate with the Facilities department to ensure building issues affecting security are quickly and effectively resolved; provide security expertise and input to space planning and change projects.
Crisis Management: Function as the alternate site Crisis Management team leader; provide security expertise and input to the Crisis Management plan; participate in planning and conducting crisis management exercises; serve as a site administrator for the emergency mass notification system and other emergency communications systems.
Plans and Procedures: Develop and maintain standard security operating procedures, process documents, and other security plans compliant with L3Harris and government customer policy.
Qualifications:
Active Secret security clearance required.
Bachelor's Degree and a minimum of 4 years of prior relevant experience; or Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Proficient computer skills including Microsoft Word, Excel, Outlook, and PowerPoint.
Experience using security management software and applications (NBIS, DISS, NISS, SWFT, SIMS).
Proficient in translating plan documents into performance documents and communicating them effectively, with a strong focus on customer needs.
Preferred Additional Skills:
Completion of an accredited/approved FSO/CSSO course; other professional accreditations and certifications.
High proficiency with Microsoft Excel, Power BI, and SharePoint workflows.
