To ensure compliance with President Biden’s September 9, 2021 executive order, Boeing is implementing a new requirement for U.S.-based employees to either show proof of being fully vaccinated from COVID-19, or have an approved reasonable accommodation (based on a disability/medical condition or sincerely held religious belief) exempting them from the requirement, by December 8, 2021 (timing may vary in some states). For Victorian based employees, the compliance date is 26 November 2021.

All other global Boeing locations do not have a vaccination requirement at this time.

The Boeing Company’s Global Benefits Total Rewards Delivery organization is currently seeking an Immigration Experience and Compliance Manager to join their team in Hazelwood, MO .

This exciting opportunity is for a manager role in Global Mobility Services with accountability for the employee experience, compliance, and enablement of employee movement to meet business objectives.

This role may require up to 15% or more travel.

Position Responsibilities:

  • Strategize, design, implement, and lead a seamless global immigration program which incorporates the right mix of in-house and/or co-sourced services to maximize employee experience, cost effective, and compliant

  • Lead a global team of immigration/mobility specialists and the daily operations of the global immigration services, country-to-country moves, business travelers, and other work statement to support compliance of cross-border activities

  • Accountable for employee experience with immigration and compliance-related services (cross-border activities)

  • Vendor management responsibility:

  • Managing service provider relationship(s)

  • Service Level Agreement and supplier performance oversight

  • Managing regular service provider performance reviews

  • Escalations and issue management

  • Maintain enterprise suite of metrics and data used for all aspects of immigration and compliance services

  • Relationship-building and stakeholder coordination to ensure talent and immigration strategic alignment

  • Lead and guide the team to partner with HR and the business on complex immigration topics and management of escalated issues

  • Provide mobility subject matter expertise enterprise wide

  • Lead and support immigration related projects

  • Develop, lead, and manage Boeing immigration services strategy and operations:

  • Identify effective service approach: in-house, co-sourced, or sourced, and local, regional, or global

  • Establish policy and process guidance

  • Enable high quality employee experience, seamless integration with related mobility processes, timely deployment, and maximize compliance

  • Oversee effectiveness and continuity of all immigration key systems and processes required for end to end immigration service delivery

  • Vendor management of all Boeing enterprise immigration service providers. This includes:

  • Manage the quality and efficiency of all service providers through service metrics and data, service level agreements and key metrics review, statement of work oversight, fee review and other activities, as needed

  • Lead team to plan and facilitate all immigration service provider performance reviews, including managing master schedule of all review activities

  • Manage all service provider related transitional activities (service provider changes and implementation, data/process integration between independent providers, data transmission issues for all process partners, etc.)

  • Obtains and analyzes data to conduct immigration program analysis. Identifies trends and issues and makes recommendations to end users, process partners and management for program and process improvement

  • Establishes relationships with key stakeholders and leads communication strategies to support learning and education of Boeing immigration and compliance requirements

  • Partners with Corporate and Assignee Tax, Payroll, and Legal to ensure compliance in the areas of immigration, tax, labor laws, etc.

  • Provides enterprise wide subject matter expertise on immigration related topics (US and Global).

  • Manages policy and processes related to US immigration/sponsorship and Green Card program (immigrant and non-immigrant visas)

  • Keeps abreast of governmental laws and regulations that may impact cross-border entry and compliance and offer creative solutions; maintains knowledge of FAR impacts on service as a government contractor

  • Compiles and analyzes immigration data to respond to end user and process partner requests, as well as to assist in managing the overall immigration service delivery

  • Performs normal functions of a manager in employee selection, development, performance coaching, and other manager responsibilities:

  • Develop a diverse, engaged and motivated team to support the program to achieve overall objectives and long term goals for the enterprise

  • Attract, retain, promote and reward the best talent

  • Ensure employees have challenging and measurable business goals and objectives and meaningful leadership development plans

  • Leads and supports immigration related project work, including developing business case, charter, plan, schedule, and tracking/reporting status to completion

  • Participates in corporate networking, benchmarking, and related surveys to share best practices; analyzes the output from surveys to identify potential process, policy, and program improvements

  • Utilize resources in a lean and effective manner to reduce expenses and maximize productivity; conduct Lean+ process improvements to improve operations; identify risk areas and develop process control plans to mitigate such areas; and use root cause corrective action plans to ensure continues improvement

  • Lead a pro-active safety culture by teaching, modeling, talking, measuring and rewarding safe behavior

  • Other duties as assigned

This position allows telecommuting. The selected candidate will be required to perform some work onsite at Hazelwood, MO.

Basic Qualifications (Required Skills/Experience):

  • 5+ years of work experience in Global Mobility or a related service (e.g. Immigration Law, International Human Resources, and/or an International Assignee Tax Department)

  • 5+ years of mobility industry experience (corporate, service, or combination)

  • 5+ years of experience leading direct reports

  • 5+ years of vendor management and/or supplier governance experience

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's degree or higher

  • Direct immigration experience

  • Human Resources, mobility, or other industry-related certification desired.

  • Establish effective partnerships with internal stakeholders, external service providers and a collaborative team player

  • Excellent analytical and problem solving skills

  • Excellent customer service skills and client relations approach

  • Exceptional verbal, written, and presentation communication skills

  • Demonstrated project management skills

Summary pay range: $91,980 - $170,820
