Public Services Worker II

Primary Reason Why Classification Exists To perform manual labor and semi-skilled work in construction and maintenance of public facilities

Illustrative Examples of Work Performs various manual to semi-skilled duties in the construction, maintenance, and repair of public facilities such as buildings, ball fields, streets, drainage areas, sidewalks, utility lines, and related facilities Mows grass, trims weeds and performs grounds maintenance and landscaping work Digs trenches and ditches, cleans catch basins, manholes, and drainage lines Assists with the installation of storm sewers and drainage lines Collects paper and debris from public property, streets, right of ways, and park areas; loads trash and debris onto municipal trucks and transports to landfill and/or recycling facilities Sets up and takes down decorations for public or private events including street barricades as warning signs to protect employees performing work or for parades Operates various types of handheld and automotive equipment to perform landscaping and grounds maintenance functions including electrical equipment, trucks, dump trucks, and other vehicles May perform some work independently (without supervision) based on skills of the employee and familiarity with the work to be completed; may serve as a lead employee on some work assignments which require additional experience, certifications, or licenses to operate specific equipment May be asked to work with or oversee the work of prison inmates on work release programs Performs related duties as required

Knowledge, Skills and Abilities Some knowledge of procedures used in the construction or maintenance of streets, drainage, buildings and grounds, utilities, parks, trails, landscape areas and related public areas Some knowledge of the safe use and operation of equipment to which assigned Skill in the use of equipment to which assigned Ability to understand and follow general to specific oral and written instructions; ability to oversee the work of less experienced employees and provide direction on work methods Ability to perform manual to skilled labor for extended periods of time in varying weather conditions Ability to establish and maintain effective working relationships with supervisors, co-workers, and the public; ability to work as a team to accomplish work objectives Ability to work overtime during storms or as required by the City

Physical Requirements This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping of tools and equipment. Vocal communication is required to express or exchange ideas or information by means of the spoken word. Hearing is required to perceive and comprehend information at normal spoken word levels or at levels requiring employees to shout over the noise of construction sites. Visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operating machines, motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions The employee is subject primarily to outside environmental conditions with extremes of cold and heat, varying weather conditions including rain, snow, ice, and working in the sun for extended periods of time, noise, vibrations, hazards, oils and greases, dirt and dusts, and may be required to wear protective clothing, shoes, and hard hats in work areas

Education and Experience Graduation from high school or GED equivalency and 2 - 3 years experience in the construction and maintenance of public facilities

Special Requirements Valid NC drivers license (may be required to obtain a CDL-B after employment) Class III Asbestos and OSHA trenching and shoring certifications (after employment) CPR and First Aid (after employment) May require the certification as a qualified pesticide sprayer Must be able to retain and maintain an inmate supervisors card (pink card) through the NC Department of Corrections.

FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1 times the employees regular weekly rate for all hours worked in excess of 40 hours in the Citys official work week and not the employees work schedule).
