POSITION SUMMARY

The Senior Director of Health Center Operations is responsible for managing the daily administrative/operational activities and optimizing service delivery of the site, while maintaining excellent customer service, patient and provider satisfaction, and standards of quality. The Senior Director works closely with the Primary Care Medical Director, Psychiatric Medical Director, Behavioral Health Director, Nursing and Medical Assistant management, and Support Services Supervisor to provide leadership to all staff in the assigned clinical and administrative site. The Senior Director maintains effective and efficient health center operations and achievement of financial targets by managing scheduling ensuring full capacity management and productivity and cost containment by managing spending on office and medical supplies consistent with budget. EDUCATION AND EXPERIENCE/QUALIFICATIONS

Bachelors’ degree plus a minimum of seven years of progressively responsible experience in a healthcare services setting including experience in healthcare office practice operations and billing is preferred, with progressively responsible practice management experience. Masters’ degree in related field preferred. Two years of supervisory experience that includes supervision of employees and operational office management is preferred.

Demonstrated experience with computerized scheduling, billing, health record systems and patient portals. Experience in interpreting and compliance with federal, state and local regulations and laws. Displays strong analytical skills and ability to organize and take action.

Flexible and adaptive to a changing and growing environment. Demonstrated ability to rapidly improve process performance. Proficient in MS Office. Strong written and verbal communication skills and the ability to negotiate and create solutions.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Facilitates communication among staff, other Directors, and departments. Schedules meetings to collect and disseminate information. Disseminates communications as needed.

    In collaboration with other management, ensures that all patients presenting for care are provided respectful, timely access to care. Responsible for provider and support staff scheduling to ensure adequate staffing levels are maintained to meet site target goals, in addition to ensuring timely access to appointments and/or services.

    Provides superior patient relation services by addressing patient issues comprehensively and diligently. Tracks patient satisfaction surveys and conducts quarterly patient advisory committee meetings. Works with site leadership team to address issues/concerns, as identified.

    Collaborates with clinical management to formulate and review polices, establish procedures and standards to eliminate problems in the areas of patient care, workflow, and to enhance quality and consistency of patient care.

    Assumes administrative oversight of site clinical staff, as assigned, including overseeing all scheduling functions related to patient services, productivity, and coverage for absences, vacations, and illness. Ensures time and attendance for all clinical staff, as assigned, is documented appropriately.

    Serves on the site incident command team and, as a team, is responsible to take command, identify action steps, and communicate during a critical incident.

    Jointly with clinical leaderships, interviews and recommends for hiring and ensures adequate orientation and training of all staff members at the site. Communicates performance expectations during orientation and monitors compliance with performance standards. Mentors and trains all staff on the non-clinical aspect of their job duties.

    Collaborates with the clinical management and Senior Director of Health Center Patient Outcomes and Community Engagement in ongoing quality improvement programs to ensure that quality, safety, and appropriateness of services are evaluated, monitored, and appropriate actions taken. Monitors UDS outcomes measures and identifies site specific targeted performance improvement initiatives to improve patient health and UDS outcomes measures.

    Engages community-based and/or faith-based providers in meaningful partnerships to increase access to care for individuals and communities. Identifies community outreach and patient engagement opportunities with targeted community, including use of Health Wellness Van to address community healthcare gaps. Collaborates with the Senior Director of Health Center Patient Outcomes and Community Engagement, to ensure targeted outreach to and visibility in our community.

    Monitors site performance in relation budget and develops strategies for improvement and/or correction of variations from budget as necessary. Analyzes productivity and allocation of staff time and recommends changes in systems to increase efficiency and productivity. Participates in the development and oversight of program budgets.

    Works with finance and billing to ensure all services are completed, coded and billed on a daily basis, monitoring and promptly correcting exception reports, monitoring payer and service/payer mix and clearing batch errors daily.

    Responsible for completion of assigned budgets in collaboration with applicable clinical and/or administrative management. Reviews revenue and costs on a monthly basis and recommends changes as necessary to stay within budget. Cost-saving measures are identified and implemented.

    Monitors the ordering of all office, medical supplies and furniture and ensures equipment is monitored and routinely tested as required. Contains spending within the health center consistent with budget.

    Fosters a positive work environment by monitoring job satisfaction and identifying and supporting staff education and development. Conducts and facilitates various meetings and interactions to ensure health center effectiveness. Participates in all scheduled departmental meeting and other center-wide meetings as requested.

    Demonstrates leadership by reinforcing positive behavior and promoting recognition through the use of effective employee evaluations, employee appreciation, effective hiring practices, and accountability.
