You will be responsible for performing specialized work in the field of labor relations (LR) with minimal supervision, utilizing general principles and concepts of labor relations. DESCRIPTION OF WORK Your role will encompass a wide range of LR functions for the Department of Human Services, which employs over 14,000 individuals dedicated to serving Pennsylvania's most vulnerable citizens. Your duties will include assisting management in the proper application and administration of contractual provisions, analyzing disciplinary actions, and addressing union grievances. Additionally, you will offer guidance and consultation to all levels of management on contract interpretation, disciplinary actions, subcontracting, preservation of bargaining unit work, meet and discuss obligations, local agreements, the Governor's Code of Conduct, and other aspects of labor relations. Furthermore, you will provide LR training, participate in Meet and Discuss sessions with unions, and review proposed local agreements. As a selected candidate, you will also represent the agency on the Commonwealth's collective bargaining teams.

Work Schedule and Additional Information:

Full-time employment Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week after successful completion of a probationary period. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Human Resource Analyst 2 in the area of the parenthetical; or One year as a Field Human Resource Officer 1, and one year of professional experience in the area of the parenthetical; or Two years of experience in the performance of professional human resource work, including one year of professional experience in the area of the parenthetical; and a bachelor's degree; or An equivalent combination of experience and training.
