El Asesor Desarrollador de Procedimientos Institucionales se unirá al equipo de ATSG para fortalecer nuestra colaboración con la Oficina de Asuntos Internacionales de Narcóticos y Aplicación de la Ley (INL) del Departamento de Estado de EE. UU., bajo la Iniciativa de Seguridad Regional para Centroamérica (CARSI) del Programa del Hemisferio Occidental (WHP) - orden de trabajo para Guatemala. Basado en el éxito del contrato inicial de CARSI, este esfuerzo ampliará el alcance del trabajo más allá de Centroamérica para incluir a todos los países del hemisferio occidental (WHA). ATSG is presently identifying candidates for an Institutional Procedures Developer Advisor position. The Institutional Procedures Developer Advisor will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Guatemala City, Guatemala; Monday through Friday, 40 hours per week.
Duties and Responsibilities
Analizar los datos actuales, actividades, tendencias y brechas que puedan causar retrasos en los procedimientos operativos internos de las instituciones, de acuerdo con la ley y las directrices internas; y proporcionar asesoría técnica a los socios de INL y del Gobierno de Guatemala para mejorar la efectividad de los procesos, reducir los plazos y aumentar los entregables.
Mapeo de los procedimientos actuales y definición de roles y responsabilidades dentro de las instituciones, conforme a los nuevos procedimientos.
Revisar la legislación y proponer mejoras de acuerdo con la ley orgánica y la estructura de las instituciones.
Acompañar a las instituciones en la implementación de las mejoras propuestas y empoderar a los nuevos responsables de los procedimientos.
Proporcionar pautas para aplicar criterios clave de certificación de calidad de los procedimientos, basados en una metodología de mejora continua.
Asistir y promover grupos de trabajo interinstitucionales e intrainstitucionales que apoyen la cooperación en soluciones factibles y mejoras para los diferentes departamentos internos, con el objetivo de mejorar la organización institucional en general.
Crear, redactar y presentar propuestas de, entre otros, políticas institucionales, estrategias, planes de implementación de leyes, reglamentos interinstitucionales e intrainstitucionales, protocolos, guías, manuales y opiniones técnicas que apoyen la eficiencia de los procesos.
Implementar actividades de proyecto y dar seguimiento a las propuestas de proyecto para cumplir con los objetivos y metas, de acuerdo con los mecanismos establecidos por INL.
Proporcionar capacitación al personal designado, incluidos jueces, sobre la administración de justicia y la aplicación de leyes penales nacionales e internacionales; y coordinar la logística y los materiales necesarios para la capacitación. Las capacitaciones se realizarán en español, sin uso de servicios de interpretación. INL no pagará por servicios de traducción. El consultor deberá estar presente en todas las sesiones de capacitación y proporcionar un informe escrito conciso después de cada una, midiendo los resultados específicos, el currículo, la lista de participantes y cualquier éxito de la actividad.
Brindar apoyo en las actividades de monitoreo y evaluación y preparar informes sobre el progreso de los indicadores incluidos en el plan de monitoreo y evaluación, y cualquier otra información solicitada para rastrear el monitoreo del uso final de las donaciones de INL.
Proporcionar informes semanales sobre los avances del proyecto, metas alcanzadas, impacto de las actividades y sugerencias para mejoras, incluyendo historias de éxito y buenas prácticas que puedan ayudar a demostrar la efectividad del proyecto.
Desempeñar otras funciones según lo solicitado y asignado por el Gerente del Programa de Estado de Derecho de INL y el Oficial del Programa.
Analyze current data, activities, trends, gaps that may cause delay on the internal operational procedures of the institutions, according to the law and internal guidelines; and provide technical advice to INL and GoG partners to improve effectiveness of processes to reduce time frames and increase deliverables.
Mapping of current procedures and definition of roles and responsibilities inside institutions, according to the new procedures.
Review legislation and propose improvements according to organic law and structure of the institutions.
Accompany to institutions in the implementation of proposed improvements and empower new owners of the procedures.
Provide guidelines to apply key criteria for certification of quality of procedures based on continued-improvement methodology.
Attend and promote inter and intra institutional working groups which support cooperation feasible solutions and improvements to the different internal departments, pursuing the overall improvement of the institution organization.
Create, draft and present proposals of, inter alia, institutional policies, strategies, law implementation plans, inter- and intra- institutional regulations, protocols, guidelines, manuals, and technical opinions which support process efficiency.
Implement project activities and follow up on project proposals, to accomplish with the objectives and goals of the project, according to procedural mechanisms established by INL.
Provide training for appointed personnel, including judges, on administration of justice and implementation of criminal domestic and international laws; and coordinates logistics and materials needed for the training. Trainings shall be presented in Spanish, without the use of interpretation services. INL will not pay for any translation services. The consultant should be present at all training sessions and provide a concise written report afterward measuring the specific outcomes, curriculum, list of participants, and any successes of the activity.
Provide support on the monitoring & evaluations activities and prepare reports on the progress of the indicators included in the monitoring and evaluation plan, and any other information requested in order to track end-use-monitoring of INL donations.
Provide weekly reports on project advances, goals reached, impact of activities, and suggestions for improvement, including successful stories and good practices which may help to demonstrate the effectiveness of the project.
Perform other duties as requested and assigned by INL Rule of Law Program Manager and Program Officer.

Estudio Socioeconómico
Licenciatura en relaciones internacionales, aplicación de la ley, políticas públicas o un campo relacionado, diez (10) años de experiencia profesional pueden ser sustituidos
Nivel FSI 3/3 en español, nivel FSI 2/2 en inglés
Cinco (5) años de experiencia en el campo de especialización, desarrollando procedimientos, metodologías y/o procesos
Experiencia en presentaciones en español e inglés
Conocimiento de las instituciones, funciones y jurisdicciones del gobierno anfitrión
Conocimiento y dominio de varias aplicaciones de software, incluidas, pero no limitadas a: Word, Excel, Access, Publisher, PowerPoint, etc., así como redes sociales.
Local National (LN)
The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
Bachelor’s degree in international relations, law enforcement, public policy or related field, ten (10) years professional experience can be substituted
FSI level 3/3 Spanish
FSI level 2/2 English
Five (5) years’ experience in the field of specialty, developing procedures, methodologies and/or processes.
Experience briefing in both Spanish and English.
Knowledge of host government institutions, functions and jurisdictions.
Knowledge and proficiency of various software applications including but not limited to: Word, Excel, Access, Publisher, PowerPoint, etc. as well as social media.
